The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. This post is funded for a period of one year. Extension of the appointment is subject to availability of the funds and budgetary approval.

Introduction This position is located the HQ Building Renovation Project office, established to undertake the renovation of the ILO Office in Geneva. The position will be responsible for the design and construction related planning and execution tasks to implement the Building Renovation Project, in line with the established project scope and budget, which includes large-scale relocations and reorganization of office space, while ensuring business continuity of operations at the ILO throughout the construction.
The Senior Project Engineer will report to the Project Director.
Key duties and responsibilities
Co-ordinate all design/construction matters between the key project stakeholders and design consultants pertaining to the facility\’s crucial building systems, including HVAC, electrical, plumbing, and structural components, to ensure a safe, efficient, and compliant environment for occupants and tenants, ensuring adherence to safety codes and regulations.
Establish and monitor the design requirements of the ILO project stakeholders in alignment with the project implementation plan and overall project objectives.
Manage the design deliverables in accordance with the required quality standards inclusive of environmental compliances.
Manage the multidisciplinary activities in the context of the project cost plan to ensure compliance at all times.
Manage the compliance of the schedule with project key milestone and deliverables.
Manage and monitor the distribution of all information and documentation among all relevant parties. Ensure accurate and timely information flows between all parties.
Provide expert technical advice on overall policies, procedures and guidelines on construction standards.
Manage and co-ordinate all meetings in relation to the design activities, including value management and engineering workshops.
Review and evaluate project samples resulting from design activities and provide relevant recommendations to Project Manager.
Provide technical and strategic solutions to solve complex problems related to the design activities.
Coordinate the project team to ensure all changes related to the design are appropriately validated and valid proposed solutions are approved in line with the project management guidelines.
Analyse budget proposals, ensuring that the funds proposed are adequate for the engineering requirements. Provide data for internal and external audits.
Participate in meetings with Host Country authorities in the context of relevant building regulations such as fire department, building conservation department and urban planning.
Perform other relevant duties as required.
Required qualifications Education Advanced level university degree (Master’s or equivalent) in building engineering or other related fields. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree. Professional certification or membership of chartered institutes is desirable.
Experience At least seven years of progressively responsible experience in managing complex refurbishment or construction projects in the context of large office facilities is required. Experience as project/works engineering manager in the context of construction/renovation projects is desirable.
Languages Excellent command of French and a working knowledge of English.
In addition to the ILO core competencies, the following is required:
Technical competencies – Sound knowledge of construction trades such as building HVAC (Heating Ventilation Air-Conditioning), BMS (Building Management Systems), sanitary piping, and cable management is essential l Decision making and problem-solving skills. Excellent drafting skills. Good communication and presentation skills. Negotiation skills. Computer applications skills. Organisational and management skills. Demonstrated ability to develop, implement, monitor and evaluate activities of the work unit/programme. Tact and persuasiveness in dealing with people. Good knowledge of the broad range of technical subject areas dealt with by the work unit/programme. Demonstrated ability to effectively monitor work programme and resources.
Ability to participate in large-scale construction/renovation projects, including validation of cost estimates. Ability to manage resources, coordinate and monitor project budget and funds. Knowledge of contracting and construction issues, particularly codes and requirements in the host country. Competency in the use of relevant information technology and systems. Ability to identify priority activities and assignments, to adjust priorities as required, to allocate appropriate amount of time and resources for completing work, to foresee risks and allows for contingencies when planning, to monitor and adjust plans and actions as necessary.
Behavioural competencies – Ability to work effectively in a multicultural environment and to demonstrate gender-responsive, non-discriminatory and inclusive behaviour and attitudes.
