Introduction Established in 1951, IOM is a Related Organization of the United Nations and the leading UN agency in the field of migration. Working closely with governmental, intergovernmental and non‑governmental partners, IOM promotes humane and orderly migration for the benefit of all. Organizational Context and Scope Under the overall supervision of the Director of the Department for Humanitarian Response and Recovery (DHRR) and direct supervision of the Deputy Director, Department of Humanitarian Response and Recovery, the Chief, Preparedness and Humanitarian Response Division (PHRD) will lead the implementation of IOM’s Preparedness and Humanitarian Response portfolio globally in line with the IOM Strategic Plan.
The PHR Division supports IOM’s efforts to anticipate, prepare for and respond to crises in a principled, timely and effective manner, coordinating resource mobilisation, surge capacity and operational support to the Department, Regional and Country Offices.
Responsibilities
Lead and manage IOM’s emergency preparedness and humanitarian response, ensuring plans meet international standards, mobilising resources and managing contingency planning.
Develop and harmonise emergency preparedness and response standards, policies and systems, linking with other divisions of the Department of Humanitarian Response & Recovery.
Coordinate with the Department of Data, Insight and Policy to scan horizons and early warning systems, leading readiness plans to trigger greater preparedness and anticipatory actions.
Oversee the strategic Preparedness Learning Pathway, building states’ emergency preparedness capacities across risk‑reduction and adaptation initiatives.
Expand Standby Partnerships (SBP) and manage the Deployment Roster, supporting the coordination of surge deployments before, during and after crisis.
Manage and coordinate IOM’s responses to humanitarian emergencies, including the Global Rapid Response Mechanism (GRRM) and the Migration Emergency Response Fund (MEFM), ensuring quality and accountability.
Provide expert strategic advice on technical and operational excellence, ensuring consistency across IOM in WASH, Shelter, and Settlements, Crisis Coordination and CCCM.
Promote local ownership and empowerment, integrating accountability, protection, humanitarian‑development nexus, and fostering the presence of Humanitarian Hubs.
Direct supply and logistics operations, prioritising global stock deployment and setting technical specifications for core relief items.
Represent IOM’s humanitarian and advocacy work externally, including in the Inter‑Agency Standing Committee forum and through donor engagements.
Perform other duties as assigned.
Qualifications Education
Master’s degree in Political Science, Social Science, International Studies, Public Administration, Economics, Engineering, Earth Sciences or related field from an accredited institution, with ten years of relevant professional experience; or
University degree in the above fields with twelve years of relevant professional experience.
Experience
At least ten years of senior management and leadership experience in the humanitarian and development field with international organisations, including substantial experience in developing countries.
Demonstrated experience leading emergency preparedness programmes and climate actions.
Work experience within the UN system, particularly in leading or coordinating institutional reform initiatives, is a strong advantage.
Experience managing a team and applying various leadership skills.
Skills
Strong networking and stakeholder engagement skills within the humanitarian and development architecture, including the UN, governments and institutional donors.
Proven ability to mobilise and leverage external capacity, influence, and build partnerships.
In‑depth knowledge of the humanitarian sector, Disaster Risk Reduction, climate community and related principles, trends, standards and laws.
Languages
Fluent in English (oral and written) – required.
Working knowledge of French and/or Spanish – an advantage.
