Job Overview The Displacement Tracking Matrix (DTM) Software Engineer supports development, implementation, administration, and maintenance of the global DTM applications, primarily the DTM Data Kit in headquarters to support global‑level programme development and implementation across DTM missions worldwide.
Responsibilities
Design, develop, and maintain web applications using AngularJS on the front end and C# / ASP.NET Core on the back end.
Build and consume RESTful APIs deployed on Microsoft Azure, including Azure API Management.
Lead application architecture design workshops to define architecture, ensuring it meets functional, non‑functional requirements and IOM Enterprise application and security standards.
Partner liaison and management: oversee the work of project partners when work is outsourced, supervising, guiding and ensuring quality control.
Deploy and maintain DTM applications according to architectural design, ensuring functionality, usability, scalability and security in compliance with ICT and industry standards.
Use Microsoft Azure services such as Azure Web Apps, Azure API Management, Cosmos DB, and SQL Database to build and deploy cloud‑based solutions.
Assist in designing and managing databases, including optimization, using Cosmos DB (NoSQL) and SQL DB, in close consultation with the DTM Data Consolidation team.
Develop and maintain APIs for web services, ensuring smooth integration with the front end.
Conduct code reviews to ensure code compliance with IPM Security and Vulnerability standards and contribute to team discussions.
Write unit tests and assist in debugging issues to ensure high‑quality code.
Collaborate with developers, designers, vendors and DevOps to deliver robust and reliable software solutions.
Create technical documentation for codebases, processes, and system architectures plus training materials.
Actively engage in agile development processes, contributing to sprint planning, task estimation and daily stand‑ups.
Lead content development for trainings (both in‑person and virtual) to support the roll out and adoption of the DTM Data Kit tools at mission level.
Provide remote or onsite technical support on databases and application systems to DTM field operations as required.
Perform such other duties as may be assigned.
Education
Master’s degree in Information Systems, Computer Science, Software Development with a concentration in Technology Applications or a related field from an accredited institution.
University degree in the above fields with at least two years of relevant professional experience.
Experience
Extensive experience in application development and maintenance for cloud‑based solutions, including containerized and multi‑tenant solutions with Microsoft Azure.
Extensive experience in database development (SQL and NoSQL) and maintenance, preferably in support of assessment and data collection systems.
Extensive experience in API development.
Experience in user‑friendly application design.
Experience in data migration using tools such as Azure Data Factory.
Experience with AngularJS, C#, .NET Core and ASP.NET; MCP certification in any of these products is an advantage.
Skills
API development.
Microsoft Azure API Management.
Database development and support using MS SQL and Cosmos DB.
Data migration tools such as Azure Data Factory.
Azure DevOps.
Languages Fluency in one of IOM’s official languages (English, French or Spanish) is required. Fluency in English (oral and written) is mandatory. Working knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an advantage.
