Under the overall supervision of the Chief, Migration Policy Division and direct supervision of the Senior Policy Development and Coordination Officer, the Policy Officer works in close coordination with relevant Regional and Country Offices (COs) and Headquarters (HQ) Departments to facilitate the development of institutional strategic migration policy advice based on knowledge and perspectives from across the Organization and to contribute to further strengthening institutional policy capacity as well as providing overall support to the realization of IOM's Strategic Vision and Advocacy and Policy Priorities. Responsibilities
Contribute to the policy advisory and technical support to IOM Country and Regional Offices, including on policy analysis, review, and coordination of expert inputs for policy development processes. Support the implementation of the IOM Policy Agenda by coordinating priority migration policy processes with Regional Offices and HQ Divisions, in line with institutional priorities and government requests for support. Contribute to the development of policy intelligence, foresight, analytical products, and strategic insights to support evidence-based migration policymaking and institutional positioning. Support the implementation of Migration Governance Indicators (MGI) and related data initiatives, including coordinating national and local assessments, contributing to analytical outputs, supporting country engagement, and promoting the use of evidence to inform migration policies. Draft and review high-quality policy papers, technical guidance, briefing notes, speeches, reports, and other strategic documents for internal and external audiences. Coordinate with relevant HQ Divisions, Regional and Country Offices to promote coherence and collaboration across policy support, governance analysis, capacity development, and related initiatives. Support the design and delivery of capacity-building activities, workshops, and technical assistance initiatives for governments and IOM staff on migration governance, data and policy, and related thematic areas. Contribute to proposal development, donor reporting, partnership building, and identification of funding opportunities. Participate in internal and external meetings, workshops, and technical consultations, as required. Perform such other duties as may be assigned. Education
Master's Degree in Political Science, International Relations, Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or, Bachelor’s Degree in above fields with four years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience
Experience in supporting migration policy development, governance processes, public policy analysis, or related advisory work at national, regional, or international levels; Experience supporting technical assistance, capacity-building initiatives, workshops, policy dialogues, or government engagement processes is desirable; and Experience supporting partnership development, project development, or programme management activities is desirable. Skills
Demonstrated analytical, and organizational skills, including the ability to manage multiple priorities simultaneously, work under pressure, and think strategically; First rate drafting skills, in particular ability to draft policy papers of publishable quality primarily in English on varied topics; Demonstrated communication, stakeholder engagement, and relationship-building skills, with the ability to foster collaboration and build consensus among diverse partners with tact and discretion; Proven ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds; Information Technology (IT) proficiency with Microsoft Office applications, including use of Artificial Intelligence (AI), Word, Excel, and Powerpoint; and, Knowledge of migration governance frameworks, migration policy processes, and the application of data and evidence to policymaking; experience with migration governance indicators, or related analytical tools is an advantage. All IOM staff members are required to be fluent in one of the IOM's official languages (English, French, Spanish). For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage. Values
