- Serve as deputy to the Senior Program Manager across contract operations, client delivery, staffing, financial performance, and strategic priorities
- Lead program activities and represent program leadership with clients, internal stakeholders, and delivery teams
- Supervise and manage employees across job families, disciplines, titles, experience levels, and seniority levels
- Set performance expectations, provide feedback and coaching, support professional development, and hold employees accountable
- Lead the Performance 365 process, including goal setting, performance discussions, career development, recognition, documentation, and reviews
- Address performance concerns, conduct difficult conversations, document issues, and partner with leadership and HR
- Plan, coordinate, and oversee multiple concurrent projects and workstreams
- Establish operating rhythms, governance, schedules, action tracking, decision logs, and performance reporting
- Monitor cost, schedule, scope, staffing, utilization, and performance; identify issues and recommend corrective actions
- Support forecasting, budget monitoring, labor planning, variance analysis, and monthly reporting
- Lead workforce planning, recruiting, interviewing, onboarding, resource allocation, and performance oversight
- Build relationships with VA stakeholders, program leadership, technical teams, partners, and LMI leadership
- Translate client priorities into requirements, work plans, deliverables, and resource needs
- Lead Agile delivery using Scrum, Kanban, or hybrid approaches, including backlog and dependency management
- Use Jira, Azure DevOps, SharePoint, dashboards, and related tools to track delivery performance
- Coordinate multidisciplinary teams including developers, analysts, data scientists, evaluators, technical leads, and subject matter experts
- Partner with technical teams delivering Microsoft Power Platform, SharePoint, analytics, data, workflow automation, and program evaluation solutions
- Identify and resolve operational, technical, staffing, client, and delivery risks
- Develop executive briefings, program reviews, status reports, dashboards, recommendations, and decision materials
- Facilitate leadership meetings, drive decisions, assign accountability, and ensure follow-through
- Ensure deliverables meet contractual, VA, federal, security, privacy, and LMI requirements
- Improve program operations, delivery processes, team effectiveness, and client outcomes
- Support account strategy, business development, capture, proposals, solution development, and organic growth
- Connect client needs with LMI capabilities to develop integrated solutions for the VA account
- Mentor project managers and team leads
Requirements
- Bachelor’s degree in business, management, public administration, health administration, information systems, technology, public health, or a related field
- 7+ years of experience in program management, project management, operations, consulting, technology delivery, federal contracting, or a related discipline
- Experience serving as a deputy program manager, senior project manager, program operations lead, or comparable leader
- Demonstrated people-management experience supervising employees across multiple roles, disciplines, or seniority levels
- Experience setting performance expectations, coaching employees, supporting career development, recognizing performance, and addressing performance or conduct issues
- Ability and willingness to have direct, constructive, and difficult conversations regarding accountability, performance, behavior, or delivery
- Experience managing formal performance-management processes
- Ability to lead effectively in a matrixed environment and create accountability across teams and stakeholders
- Ability to manage multiple workstreams, priorities, schedules, risks, and stakeholders
- Experience in Agile delivery environments, including Scrum, Kanban, or hybrid approaches
- Experience with Jira, Azure DevOps, or similar delivery-management tools
- Familiarity with Microsoft Power Platform, SharePoint development or modernization, program evaluation, performance measurement, analytics, or data-informed decision support
- Strong operational, organizational, and problem-solving skills
- Ability to work independently, exercise sound judgment, and lead with minimal direction
- Strong client-facing communication and relationship-management skills
- Excellent written and verbal communication, including executive-level briefings and recommendations
- Ability to work across technical and non-technical teams
- Experience in business development, capture, proposal development, client growth, or account strategy
- Ability to obtain and maintain a Public Trust clearance
- Prior experience supporting the U.S. Department of Veterans Affairs, VHA, or VA central-office programs is desired
- Experience in suicide prevention, mental health, behavioral health, healthcare, public health, or Veteran services is desired
- Experience managing multidisciplinary technical and analytical teams is desired
- Federal contract operations experience is desired
- PMP, CSM, PMI-ACP, SAFe, Microsoft, or related certifications are desired
