Plan, develop, implement, and manage Quality on assigned programs throughout their life cycle
Ensure contractors meet product quality responsibilities and systems fielded to Soldiers meet user requirements
Develop quality input for program management documents, acquisition plans, source selection evaluation plans, supportability strategies, system engineering plans, statements of work, and specifications
Ensure appropriate contract clauses are included in PEO contracts
Coordinate with product managers, users, ATEC, and other Government agencies
Review and evaluate system performance, assess risk, and make recommendations
Assure compliance with contractual scope, schedules, specifications, and other requirements
Develop or evaluate sampling plans using MIL-STD-1916, ANSI Z1.4, or other industry standards
Participate in post-awards, program reviews, design reviews, and conferences as quality engineer
Evaluate design efforts for environmental and performance considerations
Review and ensure adequacy of test plans, procedures, and reports
Monitor testing, report results to the PM, and ensure root cause corrective action for failures
Evaluate engineering change proposals and waivers/deviations for quality impact
Conduct physical and functional configuration audits
Prepare contract letters for Quality Lead and COR signature
Conduct audits of contractor quality management systems and assembly/test procedures
Evaluate contractor quality data, metrics, and process controls
Work with contractors to improve quality systems, processes, and process controls
Provide Product Assurance Suitability Statement for material release
Ensure product quality deficiency reports are adequately addressed
Work with DCMA, monitor PM program support, establish QALIs/MOAs where required, and review DCMA surveillance plans
Requirements
- BS Engineering or equivalent and > 20 years relevant experience, or MS Engineering equivalent and > 15 years relevant experience
- Extensive knowledge of and experience as Lead auditor of ISO 9001:2015 Quality System Requirements
- Subject matter expert for Quality, with ability to lead Quality efforts on assigned programs with minimal oversight from the Government lead
- Active Secret Security clearance
- Up to 50% travel may be required
- Desired: MS Engineering or equivalent and > 25 years relevant experience, or PhD Engineering or equivalent and > 15 years relevant experience
- Breadth of experience and knowledge, and recognition in the Quality community
- Experience serving as consultant to team members and mentoring workforce on Quality matters
- Experience evaluating methodologies and establishing contracting, management, and Quality evaluation strategies
- Experience developing metrics for evaluating contract Quality
- Experience serving as Lead Auditor
- Experience establishing training material and training audit personnel

Demonstrates extensive expertise in Quality Management Systems, including ISO 9001:2015, with a strong ability to lead quality initiatives and mentor teams. Proficient in developing quality metrics, evaluating contractor performance, and ensuring compliance with contractual requirements.
