Duties

  • Conduct all-source analysis (HUMINT, SIGINT, OSINT, criminal records) via Do D tools to target and interdict illicit finance networks in the EUCOM area of responsibility (AOR).
  • Provide forward-deployed and HQ operational support to Law Enforcement Agencies (LEAs).

Use Counter Threat Finance (CTF) tools to uncover and exploit networks linked to illicit corporate entities.

  • Deliver actionable target intelligence to the Office of Foreign Assets Control (OFAC) to enable official sanctions and designations of adversarial foreign companies under Executive Orders 13694 and 13757.
  • Serve as the command’s CTF Subject Matter Expert (SME).

Brief flag-level Do D officers and senior civilian interagency leaders on critical threat finance operations, intelligence trends, and effects.

  • Lead international engagements as the primary action officer for CTF integration.

Build USG/foreign partnerships and deliver specialized CTF training to senior foreign intelligence and LEA officials.

  • Coordinate command-wide CTF activities.

Author critical operational frameworks (CONOPS, MOUs) and assess metrics to measure and report the strategic effects of CTF operations against AOR threat streams.

  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment.

Specialized Experience

One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes:

Analyzing transnational threats, malign actor networks, and illicit finance mechanisms utilizing multi-source data, threat finance indicators, and open-source or specialized analytical toolsets;

Providing tactical, operational, or strategic threat finance recommendations and briefings to interagency partners, international allies, task forces, or executive leadership;

AND 3)

Coordinating threat finance intelligence activities, metrics, or operational assessments within a large-enterprise, national intelligence, or interagency environment.

  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the Do DEA on a space-required basis in accordance with Do DEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with Do DI 1342.12 and Do DM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
