Information Operations (IO) Planner

Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Information Operations (IO) Planner to support CENTCOM campaigning, mission planning, and execution at the operational and strategic level as part of the APOLLO/OPIAS. This role involves planning, Information Forces and their capabilities integration (IRC), and coordination across joint, combined, and interagency teams. The OIE planner will be required to work closely with military counterparts to ensure IO effects are integrated into all phases of operations. This position is on a future contract pending award announcement.

Key Responsibilities:

1. Assess lethal and non-lethal effects from Information Forces and activities (e.g., MISO, MILDEC, EW) and provide recommendations into the targeting process for refinement of guidance and objectives.
2. Apply situational awareness within planning and synchronization of OIE with CCMDs\‘ mission partners.
3. Develop plans and concepts to leverage the informational aspects of joint force activities in the theater.
4. Apply operational art and design in the application of JOPP/MDMP.
5. Integrate Information Forces and activities across multiple domains, environments, and geographic boundaries, supporting both domestic and overseas operations.
6. Work with military planners to analyze and synthesize data to inform plans and operations.
7. Provide analysis including basic descriptive statistics, longitudinal analysis, and hypothesis testing.
8. Support assessments of the information environment using opinion research data, intelligence, operational reports, and social media insights.
9. Contribute to opinion research design and interpretation of findings.
10. Develop innovative concepts to counter adversarial use of information, considering cultural aspects affecting operational planning and security.
11. Apply technical skills to planning and execution at tactical, operational, and strategic levels, tracking measures of performance and effectiveness.
12. Review and operationalize tactical and operational directives supporting mission elements.
13. Coordinate with interagency and intelligence communities.
14. Support synchronization of operations and develop support for related capabilities.
15. Utilize knowledge of MISO/IO, MILDEC, OPSEC, EW, and cyberspace operations to support and synchronize joint warfare activities.
16. Incorporate qualitative research to contextualize quantitative findings.

Basic Qualifications:

• Bachelor’s degree with 8+ years of relevant experience, or Master’s with 6+ years, or 12 years of direct IO planning experience.
• Minimum 5 years of IO planning at a joint/service level.
• Formal OIE background (e.g., FA30 or equivalent).
• Strong knowledge of joint planning, targeting, and doctrinal processes.
• Active TS/SCI security clearance.

Preferred Qualifications:

• Master’s degree in Strategic Communications, Information Ops, or National Security.
• Completion of military planning courses such as JIOPC or OPSEC Planners Course.
• SAMS or SAW Graduate.
• Operational experience supporting CENTCOM AOR preferred; experience with INDOPACOM or AFRICOM acceptable.
• Familiarity with MILDEC, EW, Cyber, MISO, Public Affairs, Civil Affairs, Space, and Intelligence Operations.

Strong cross-functional teamwork and communication skills.

Pay Range:

$89,700.00 – $162,150.00
