Overview

Our Regional Public Sector unit plays a crucial role in building strong, trusted relationships with key government agencies to help them transition to a cashless ecosystem through digitalization. This not only increases revenues but also opens new markets for Mastercard.

In this role, you\’ll be part of a dynamic team that drives relevance and revenue in the government space by developing effective go-to-market campaigns with clear priorities, success metrics, and incentives. We provide expert sales support to country managers and local sales resources as well as develop strategic opportunities. You\’ll have the chance to guide the transition to strategic government engagement programs, ensuring alignment between local, regional, and global solutions.

The Regional Public Sector Manager role is all about aligning Mastercard’s product, service, and ecosystem capabilities to tackle the challenges government clients face today in areas like financial inclusion, citizen services, economic development, and government operational excellence. We achieve this by engaging, listening, and leading. Our team consists of industry leaders, relationship builders, and deal closers who use Mastercard’s digital tools, business insights, last-mile solutions, and market organizing skills to support client success.

This role is central to our mission to scale our business across key markets and regions, driving revenue, market relevance, and social impact. The unit is regionally deployed and focuses on a select number of priority markets, segments, and clients, directly agreed upon with senior leadership in the region.

As a Public Sector Business Development Manager, you will be accountable for:

  • Orchestrating Mastercard’s engagement with market/regional government and associated agencies.
  • Supporting the development of the market/regional government strategy, including a list of prioritized client business partners and solution opportunities.
  • Aligning global, regional, and local resources to drive execution, in close coordination with the Region’s & Divisions’ Management, the Government Engagement Regional Lead, and the Mastercard Strategic Growth regional teams.
  • Support engagement on key government opportunities, developing the business opportunities across the market/region, assisting country Public Sector team helping win strategic deals.
  • Create awareness of Public Sector solutions at the market level by training business partner sales on relevant Mastercard solutions, narrative and client references.
  • The support to the regional and global communities of practice to cross-fertilize regional and global best practices.

This position reports directly to the Regional Public Sector Lead.

Role

In this exciting role, the Business Development Manager will have the opportunity to identify and pursue new business opportunities within the public sector across the DACH region. You\’ll be at the forefront of developing and nurturing relationships with key stakeholders, understanding their unique needs, and presenting tailored solutions that align with Mastercard\’s innovative offerings. Your day-to-day tasks will include:

  • Conducting market research to uncover potential clients and industry trends.
  • Crafting and executing strategic plans to achieve sales targets and expand our customer base.
  • Collaborating with cross-functional teams to ensure seamless delivery of our services and solutions.
  • Preparing and delivering compelling presentations and proposals to prospective clients.
  • Working with established business partners in the Banking and Government Industry, focusing on areas such as Government Disbursement and Procurement, Data Driven Government and Cyber Security.
  • Developing client relationships to drive opportunities to closure.
  • Monitoring and reporting on sales performance, providing valuable insights and recommendations for improvement.
  • Staying up-to-date with industry developments and regulatory changes that may impact our business.
  • Represent government opportunities and projects within the Public Sector Community, share best practices and drive strategic alignment across borders.
  • Support the building and curation of a local community of practice. Collaborate with local management, Public Policy and Account Teams for thought leadership and strategic engagements and market development.

All About you

  • Experience in working for or closely with government agencies, process improvement and transformative change initiatives, as well as proven experience in engaging with government decision makers to build durable relations.
  • Experience working with IT service providers, consulting firms, or business partners that engage with government clients. This includes a strong understanding of the unique challenges and opportunities within the public sector, as well as the ability to collaborate effectively with these partners to deliver tailored solutions.
  • Proven track in government/commercial projects and deals in the assigned region, division or market.
  • Consultative selling focused, preferred with payment, banking and/or data and Cyber Security product, services, and solutions expertise.
  • Adept at interacting with Mastercard stakeholders in terms of engagement, communication and transparency of purpose. Can skillfully contribute to complex regional initiatives that require collaboration across functional, geographical and cultural lines.
  • Demonstrated ability to work across divisional boundaries, within the assigned region, division or market.
  • Self-motivated, thrives in a fast-paced environment; readiness to take on stretch goals.
  • Professional demeanor, talented in relationship management, advanced influencing and communication skills.
  • Undergraduate degree required. MBA or graduate degree preferred.
  • Fluency in English and in German is required.
