Reporting to the Management and a member of the executive committee, you oversee the entire Human Resources function. You define HR directions, support managers in their daily challenges, and ensure the consistency of practices within a decentralised organisation. A true governance partner, you alternate between strategic vision, cross-functional coordination, and operational involvement.
HR Manager (M/F/X)
Our client is a public sector organisation operating in a demanding institutional environment, heavily regulated and composed of several entities functioning in a decentralised manner. To ensure the coherence of its HR policy and support its many stakeholders, the organisation is seeking its future Human Resources Director.
Responsibilities
- Define and implement the HR strategy in line with the organisation’s directions. - Lead, manage and develop the HR team while ensuring the quality of services provided to the various entities. - Oversee all HR activities and intervene directly in the most complex or sensitive cases. - Advise Management, governance bodies and operational managers on HR, organisational and managerial matters. - Deploy HR policies coherently within a decentralised organisation, fostering the commitment of different actors. - Support managers whose primary role is not management by providing pragmatic assistance on human and organisational issues. - Perform a coordination, advisory, control and guidance role with multiple stakeholders, without having a direct hierarchical link with all contacts. - Ensure compliance with the legal framework, internal policies and good HR practices. - Supervise key HR processes: recruitment, skills development, talent management, performance, labour relations and succession planning. - Manage HR indicators and make recommendations to anticipate needs and support Management decisions. - Contribute to various projects related to the evolution of HR practices, process digitalisation, skills development and continuous improvement. - Maintain significant operational involvement by directly intervening in certain activities, projects or situations requiring HR expertise.
Candidate Profile
- Higher education, ideally complemented by a specialisation in Human Resources. - Proven experience in an HR management role within a complex organisation in the public or parapublic sector. - Strong command of HR operations with demonstrated ability to combine strategic thinking and operational involvement. - Experience in decentralised or matrix organisations is a real asset. - Experience in managing cross-functional projects and supporting the evolution of HR practices. - Recognised leadership and team management experience. - Excellent influencing skills and ability to unite diverse stakeholders without direct hierarchical authority. - Ability to build trust, support change tactfully and operate in a demanding institutional environment. - Analytical mind, political awareness, professional maturity and excellent adaptability. - Ability to navigate smoothly between strategic issues, HR function management and operational realities on the ground.
