Job Description The Program Manager, Health Finance will provide end‑to‑end leadership and project management to maximize impact from a significant Health Finance Strategic Initiative on behalf of the budgetholder.
Main Responsibilities
Design and institutionalize robust systems for approvals, financial management, sourcing, performance tracking, and project lifecycle oversight.
Operationalize strategy into execution, translating high‑level objectives into prioritized, costed, and actionable plans.
Lead end‑to‑end program delivery, ensuring effective coordination across technical leads, internal teams, partners, and stakeholders.
Own the financial performance of the initiative, including budgeting, forecasting, expenditure tracking, and corrective actions.
Drive data‑driven decision‑making, leveraging analysis and evidence to guide priorities and challenge stakeholders constructively.
Ensure rigorous performance and risk management, with strong monitoring, evaluation, reporting, and escalation mechanisms.
Lead strategic communications, delivering clear, structured updates and insights to senior management and governance bodies.
Manage sourcing and procurement processes, from defining needs to contracting suppliers, ensuring value for money and delivery quality.
Enable and mentor others, supporting teams managing additional funding through knowledge sharing and best practice implementation.
Foster continuous improvement and innovation, capturing lessons learned, enhancing processes, and potentially providing technical leadership on key projects.
The Successful Applicant
Strong academic background in economics, finance, public policy, development, health, or a related field.
Extensive experience in project, financial, and performance management, including designing systems for tracking accountability and results.
Proven expertise in procurement and sourcing, with a strong focus on achieving value for money, ideally in technical assistance or research.
Ability to manage complexity and deliver under pressure, coordinating across multiple teams and disciplines with tight timelines.
Excellent stakeholder management and communication skills, with a collaborative mindset and ability to influence diverse internal and external actors.
Strong analytical and data skills, including proficiency in Excel, data analysis (qualitative & quantitative), and high‑quality reporting.
High level of rigor and operational excellence, with attention to detail, solid IT skills, problem‑solving capability, and willingness to mentor others.
