1. Post Context

Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance’s ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).

The Management Directorate (MGT) is responsible for the integration, coordination and implementation of services, activities and facilities management across the HQ to support the mission.

The Integrated Advisory Office (IAO) is responsible for the identification of potential organisational and procedural improvements to the HQ.

The incumbent is responsible for supporting IAO Head in analytical processes, development and coordination of policy / planning proposals for CG consideration and decision.

2. Principal Duties

The incumbent’s duties are:

– Provide independent and considered advice to the Office Head on special projects.

– Assist Office Head with the development and coordination of policy and planning proposals.

– Support Office Head with an analytical and advisory body that oversees processes and improves output IAW change management process.

– Support Office Head in the development of organizational improvements of the HQ IOW change management process.

– Support Chief Integrated Advisory Office in research activities for staff activities.

– Support Chief Integrated Advisory Office in the development and implementation of the Internal Control framework.

– Support Chief Integrated Advisory Office in monitoring and assessing the activities across the HQ to support the achievement of its objectives.

– Initiate, facilitate, and execute programme and/or project management practices and other appropriate strategic organisational change mechanisms on structural organisational change issues.

– Initiate and ensure continuous co-ordination with J8 on all financially related organisational change matters within constraints.

– Ensure continuous co-ordination with J1 on all workforce related enterprise organisational change matters.

– Identify opportunities for enterprise organisational analysis, business process reviews, resource savings and organisational optimisation and balance across HQ.

– Initiate and develop draft Research Reports and briefings, containing analysis and recommendations for enterprise organisational change initiatives.

– Initiate programmes and projects focused on corporate effectiveness and efficiencies.

– Initiate pre-emptive, focused corporate solutions to improve enterprise organisational performance.

3. Special Requirements

a. The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

b. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

4. Essential Qualifications

a. Professional Experience

– This role requires proven experience in Business administration.

Activities that involve planning, organizing, directing, coordinating, controlling, and evaluating the use of people, money, materials and facilities to accomplish assigned functions and tasks. Officers require broad military background including previous major staff experience in a joint or combined staff in a large HQ, Joint Command, NATO HQ or MOD. Wide experience in office communication and information systems. High level of organisational, coordination and communication skills.

– This role requires proven experience in Business analysis.

The methodical investigation, analysis, review and documentation of all or part of a business in terms of business goals, objectives, functions and processes, the information used and the data on which the information is based. The definition of requirements for improving processes and systems, reducing their costs, enhancing their sustainability, and the quantification of potential business benefits. The collaborative creation and iteration of viable specifications and acceptance criteria in preparation for the deployment of information and communication systems. The adoption and adaptation of business analysis approaches based on the context of the work and selecting appropriately from predictive (plan-driven) approaches or adaptive (iterative/agile) approaches.

b. Education/Training

a) University Degree in accounting, finance, management, business administration, public administration, engineering, economics, operations research, business process engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

a) English – SLP 3333 – (Listening, Speaking, Reading and Writing)

NOTE\: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications

The following would be considered as an advantage:

a. Professional Experience

– Previous Staff experience in NATO HQ is recommended.

b. Education/Training

a. Tasker Tracker + (TT+) (CCC-ET-22349) provided by NATO Communications and Information Academy (NCI Academy).

b. EDMS – Electronic Document Management System User course (CCC-ET-32350) provided by NATO Communications and Information Academy (NCI Academy).

c. NIP – NATO Information Portal Contributor (CCC-ES-36984) provided by NATO Communications and Information Academy (NCI Academy).

d. Resource Management Education Programme (RMEP) Course (ETE-FI-2708) provided by NATO – School Oberammergau (NSO).

e. NATO Orientation Course (ETE-MW-3834) provided by NATO – School Oberammergau (NSO).

f. NATO Alternative Analysis Course (JPL-AA-31565) provided by NATO – School Oberammergau (NSO).

6. Attributes/Competencies

a. Personal Attributes

The candidate must be able to understand all aspects of JSEC and ACO processes and outcomes in order to integrate a change management mindset. The candidate must have excellent communication skills in order to conduct briefings across all levels of JSEC.

b. Professional Contacts

The incumbent must be able to represent JSEC MGMT IAT to other ACO HQs.

c. Contribution to Objectives

Change Management contributes to all aspects and outputs of JSEC.

7. Contract

a. Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

b. In accordance with current policy, newly recruited staff will be offered a three-year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract.

c. Salary/Benefits\: The salary is tax free including (where eligible) expatriation, family and children’s allowances and additional privileges for expatriate staff; Education allowance for children (where appropriate) and an excellent private health insurance scheme; Generous annual leave and home leave (if eligible); Retirement Pension Plan.
