IDMC Data Adviser

IDMC is seeking an experienced

Data Adviser to lead its global internal displacement monitoring work.

In this strategic leadership role, you will oversee the production of high-quality global, regional, and country-level data and analysis, including IDMC's flagship estimates on displacement caused by conflict, violence, and disasters, as well as the number of people living in internal displacement.

You will lead and mentor a team of specialists, foster strong collaboration across IDMC and NRC, and engage with partners and key external stakeholders to shape and deliver a robust global monitoring strategy.

What you will do

• Contribute to the development and implementation of a monitoring strategy and annual work plans to deliver high-quality, timely data on internal displacement, including validated yearly estimates for IDMC’s Global Report on Internal Displacement (GRID), regional reports and country profiles.
• Technical Leadership, Coordination and Innovation
• Collaborate with colleagues to determine operational priorities and coordinate team workflows that ensure the effective, timely and high-quality delivery of monitoring activities and outputs in line with organisational strategy;
• Collaborate closely with the Quality Assurance & Methodologies Adviser to support the effective application of agreed methodologies, standards and quality assurance processes;
• Contribute to the refinement, development and operationalisation of monitoring methodologies and documentation, supporting practical guidance and effective implementation by the data coordinators;
• Identify opportunities to improve monitoring processes and workflows and contribute to their implementation;
• Support the development and production of publications, including the Global Report on Internal Displacement, regional reports and country profiles and coordinate inputs from Data Coordinators, ensuring contextual analysis is conducted with due consideration for political sensitivity;
• Support the manager to innovate to advance the quality and efficiency of data production.
• Field and respond to internal queries from the team related to monitoring activities;
• People Planning & Management
• Line manage, coach and support direct reports, and ensure clarity of roles, responsibilities and accountabilities by making effective use of NRC’s people management tools and workflows;
• Nurture a positive and collaborative team environment that promotes mutual respect, peer learning and creativity;
• Lead recruitment, onboarding and offboarding processes for direct reports;
• Identify team capacity needs for direct reports and support planning of resources required for effective delivery;
• Ensure the adherence of direct reports to donor regulations and NRC's policies and procedures, including Code of Conduct and PSEA standards and obligations;
• External Representation, Stakeholder Engagement & Business Development
• Lead and coordinate stakeholder engagement in relation to IDMC’s monitoring work, represent IDMC in technical fora and expert groups and develop partnerships that support the efforts to enhance collaboration and coherence of displacement data;
• Collaborate with relevant colleagues, including technical support unit, to identify capacity strengthening and technical support opportunities, and support outreach activities, including training workshops and seminars;
• Field queries and requests from external actors and direct to the relevant team as appropriate;
• Contribute to the development of high-quality concept notes, proposals, and donor reports
• Contribute to stakeholder engagement plans, tools and other materials
• Other
• Support contextual and political analysis to help situate the data in relevant external publications;
• Back stop for data coordinators during absences
• Perform other duties requested by the line manager as appropriate.

What you will bring

• Minimum Master’s degree in data science, statistics, international development, migration and displacement, humanitarian affairs or disaster risk and climate change: A first-level university degree in combination with sufficient additional years of qualifying experience may be accepted in lieu of the advanced university degree;
• At least 5 years of professional experience in related fields.
• Strong managerial, leadership and interpersonal skills, including experience supervising staff and coordinating teamwork.
• Strong organisational and prioritisation skills and ability to meet tight deadlines
• Ability to represent the organisation at senior policy and technical levels
• Experience of working with diverse actors in different regional contexts and levels of seniority, including governments, UN agencies, NGOs, universities and national research institutes.
• Ability and desire to develop networks and engage with new partners.
• Ability to apply sound judgement, tact, and political acumen in relationships with stakeholders.
• Excellent verbal and written communication skills including ability to convey complex problems in accessible concepts and terms for different audiences.
• Flexible, innovative and effective in working collaboratively as part of a multicultural team
• In-depth knowledge of displacement data and monitoring methods. Knowledge of IDMC tools and standards would be an advantage;
• Experience of processing and analysing large amounts of data and qualitative information into concise and communicable briefing papers and information pieces.
• Ability to question, understand and evaluate quantitative and qualitative data sources on internal displacement and their methods.
• Ability to provide clear contextual analysis and description of methods used to collect, interpret and analyse data on internal displacement
• Knowledge of human mobility issues in the context of conflict, generalised violence, disasters and climate change.
• Proven ability to connect and work through disparate and complex development problems through clear analysis and conceptual framing.
• Fluency in English, both written and verbal – knowledge of another official UN language, especially Arabic, Spanish and French, a plus;

• Duty station: Berlin, Germany or another location where NRC has an office (or EOR options) with similar working hours (CET +- 3hrs).
• Contract: Temporary (1 years).
• Travel: 30%
• Salary/benefits: Grade 8 on NRC’s
