Position Overview The OSCE Secretariat in Vienna assists the Chairpersonship in its activities and provides operational and administrative support to field operations and other institutions. This role is part of the Office of the Special Representative and Co‑ordinator for Combating Trafficking in Human Beings (OSR‑CTHB). The Office coordinates OSCE structures and institutions involved in combating trafficking in human beings (THB) and focuses on:
enhancing awareness and understanding of all forms of THB across the OSCE region;
policy, planning and advocacy especially in areas of emerging trends of THB and effective approaches;
providing direct assistance to participating States in practical and technical areas.
Key Responsibilities
Assist in furthering the OSCE THB commitments among participating States;
Provide assistance in policy and legal analysis and support the development of research and publications;
Organise OSR‑CTHB meetings and conferences in and outside Vienna, including agenda and background reports;
Facilitate cooperation and liaise with partner organisations, other relevant OSCE institutions and Field Operations;
Support the preparation of speeches and reports;
Develop and analyse political, legal and human‑dimension developments in participating States related to trafficking in human beings (THB); collect and analyse regional trends; prepare comparative assessments against international standards; provide conclusions and recommendations to inform policy development, legal reform and potential OSCE commitments, including extra‑budgetary fundraising opportunities;
Develop research concepts and terms of reference for background studies and occasional papers; supervise contracted experts; conduct regional, country or sectoral analyses and provide analytical inputs to support technical assistance, capacity‑building and programme planning;
Collect and analyse information from participating States, international organisations, NGOs and other partners to identify good practices, support strategic planning and ensure regular updates to the Special Representative on key developments and emerging trends;
Draft, edit and finalise high‑quality written outputs, including briefing notes, talking points, speeches, research papers, policy papers, meeting minutes and mission reports, for internal use and public dissemination;
Maintain regular working‑level contacts with delegations of participating States and partners for co‑operation, relevant authorities, NGOs, OSCE institutions, field operations and international organisations to ensure effective coordination and integrate expert input into visits, events, research and projects;
Contribute to the assessment of national and regional anti‑trafficking programmes; participate in project development and content formulation; may act as project manager; support efforts to secure extra‑budgetary funding;
Organise meetings, workshops, technical seminars and conferences, including the Alliance Conference; prepare related background materials, agendas and correspondence; perform additional administrative, logistical and operational tasks as assigned;
Perform other related duties as required.
Qualifications
A first‑level university degree in international relations, international development, public international law, human rights law, social or political sciences or related subjects;
Minimum of seven years (five years with a relevant second‑level university degree) of progressively responsible professional‑level experience in anti‑trafficking, human rights, rule of law, migration, or related fields within international, governmental or civil society organisations;
Demonstrated knowledge of THB and anti‑trafficking stakeholders at national and international levels;
Experience in the implementation of multi‑lateral policy and practice activities related to human trafficking, including in areas of prevention, prosecution and/or protection and assistance; experience in vulnerability analysis and/or emerging issues such as use of technology and financial investigation desirable;
Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of at least one other language from the OSCE region is an asset; knowledge of Russian is desirable;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of a team, with people of different cultural, religious, gender and diverse political views, while maintaining impartiality and objectivity;
Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet tools.
Remuneration and Conditions Monthly remuneration is around EUR 7,800, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration.

OSCE appointments are subject to medical clearance, and the mandatory retirement age is 65 years for contracted positions, with an age limit of 62 years at the time of appointment for the two‑year contractual obligation.
