The OSCE Forum for Security Co‑operation (FSC) Support Unit (FSC SU) is part of the OSCE Secretariat in Vienna. The unit consolidates the OSCE's politico‑military security functions, supports the Network and CSBM Officer, and provides end‑user and network maintenance support. The incumbent reports directly to the Network and CSBM Officer, works closely with the Senior Network and Applications Assistant, and coordinates with the Department Management and Finance ICT Section. Tasks and Responsibilities
The incumbent will be tasked with the following: Administering, maintaining, operating, troubleshooting and monitoring the system performance and resources of network and cybersecurity infrastructure, including firewalls, intrusion detection, routers, switches and network management systems. Responding directly, by remote control or phone, to Help Desk inquiries from users – installing hardware, troubleshooting, updating and devising solutions in collaboration with other team members, contractors, and consultants; travelling to remote OSCE locations as needed. Performing system administration duties such as backups, updates, system testing and hardware replacement; ensuring configurations comply with OSCE ICT standards, reviewing logs, firewalls and servers to pre‑detect problems; researching issues and initiating corrective measures; contributing to design and assessment of technical architectures for network and security solutions; maintaining contacts with product providers for updates, replacements or troubleshooting. Maintaining test environment hardware and software to synchronize with the production environment. Responding to network traffic alerts and advising on solutions to avoid lengthy outages; preparing network status summaries for participating States. Necessary Qualifications
Completed secondary education with formal training in Computer/Electrical/Electronic/Network Technology; a first‑level university degree in IT, Computer Science, IT Security, Computer Engineering or related fields is an asset. Minimum six years of progressive experience in the operation of complex networks and security systems; a university degree may substitute for up to two years of experience. Experience in international private or government organizations related to information technology or network operations. Experience supporting a political or military organization implementing network separation is an asset. Professional experience with Cisco networking and cryptographic equipment (routers, switches, security devices) is required. Advanced understanding and integration of MS Windows Server 2019, Windows 10/11, Exchange Server 2019, SQL Server 2019, Linux, virtualization (especially VMWare) and TCP/IP protocols. Microsoft Certified Systems Engineer (MCSE) Core Infrastructure, Microsoft Certified Systems Administrator (MCSA) for SQL and Windows Server, Cisco Certified Network Professional (CCNP) Enterprise/Security and Cisco Certified Network Associate (CCNA) Security certifications are additional assets. Experience with Microsoft server environments (Active Directory, DNS, DHCP, IIS) and Linux is desirable. Demonstrated innovative mindset for the design, implementation and optimisation of ICT solutions. Professional fluency in English with excellent communication skills; working knowledge of German is desirable. Capacity to work as part of a diverse team, flexible working hours, and willingness to work outside regular business hours and on weekends. Demonstrated gender awareness and sensitivity; ability to integrate a gender perspective into tasks and activities. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
