Construction Surveillance Technician
Responsibilities
- Provide security‑related expertise to the Site Security Coordinator (SSC) and authority teams to develop facility completion.
- Supervise in‑field security staff assigned to the CST‑BL’s area of operations.
- Train and assist on‑site Construction Surveillance Technicians (CSTs) with construction solutions, security developments, and document version control.
- Conduct periodic security inspections throughout the project to ensure compliance with the Construction Security Plan (CSP).
- Perform audit, analysis, and interpretation of IFC construction drawings and specifications to identify technical and physical security vulnerabilities, especially those related to ICD‑705.
- Investigate anomalies across all 50 construction divisions, assess threats to the U. S. Government mission, and recommend resolution tactics.
- Manage CSTs, observe construction workers, and apply counter‑intelligence surveillance strategies concurrently.
- Provide advanced technical knowledge for securing US TOP SECRET Compartmentalized Information Facilities (SCIFs), including sound attenuation, electrical isolation, electromagnetic emission attenuation, and addressing substandard construction.
- Serve as SSC supervisor in their absence, oversee Amentum staff, and liaise with the government Site Security Manager to maintain site security.
- Apply technical surveillance techniques, foreign intelligence counter‑measure devices, and construction‑based threat assessments.
- Interpret construction drawings and specifications for MEP (Mechanical, Electrical, Plumbing), telecommunications, foundations, structural steel, welding, and finishing work.
- Use TEMPEST construction principles, draft secure construction site plans, accreditation support plans, transportation security plans, and pre‑construction checklists.
- Conduct project design reviews, sound testing for STC‑rated structures, and industrial security assessments.
- Operate X‑ray machines and metal detectors, provide health and safety documentation and certifications.
- Produce written reports documenting activities, investigations, anomalies, deficiencies, and incidents.
- Report suspicious behavior and anomalies through various communication mediums (reports, emails, face‑to‑face).
Qualifications
- TS/SCI eligibility.
- Bachelor’s degree with 4 years of specialized experience (CST leadership preferred) or High School Diploma with 9 years of recent CST experience.
- Minimum 8 years cumulative employment in the security field.
- Experience managing ICD‑705 projects in Europe, including ACF, SCS, and SSA designs.
- Knowledge of German SOFA process and ICD‑705 standards, especially Chapter 4.
- Acoustic/sound testing experience.
- Proficiency in professional and technical communication across various mediums.
- Training & Certifications
- CST Certification course (40 hrs.) within the last 5 years.
- SSM Certification course (20 hrs.) within the last 5 years.
- TSCM training and equipment familiarization.
- Demonstrable in‑depth knowledge of ICD‑705 and SCIF/SAPF standards.
Compensation
Compensation: $62,400 (good‑faith estimate; actual compensation may vary based on responsibilities, experience, education, and market data).
