We are seeking an experienced, detail-oriented, and hands‑on HR Operation Manager to join our HR team at SANY Europe.
In this role, you will manage end‑to‑end HR operations across the full employee lifecycle—from recruitment coordination and onboarding to offboarding. Working under the guidance and direction of the HRBP and HR Director, you will execute daily HR operational processes, standardize SOPs, and serve as the operational backbone of the HR department, ensuring compliance with local German tax, social security, and labor standards across diverse employment scenarios.
Key Responsibilities
- Workflow Mapping: Review, map, and document end‑to‑end HR operational workflows (onboarding, probation reviews, status changes, cross‑border transfers, and offboarding).
- SOP Establishment: Under the guidance of HRBP/HRD, establish, update, and standardize HR Standard Operating Procedures (SOPs) to enhance operational efficiency and align with both German legal standards and HQ group guidelines.
- HRIS & Master Data: Maintain HRIS systems, digital personnel files, and master data with strict adherence to data privacy regulations (GDPR/DSGVO).
2. Local Compensation, Benefits & Tax Compliance
- Payroll & External Vendors: Interface with and manage external payroll service providers / tax advisors (Steuerberater), ensuring payroll input data accuracy and compliance with local wage tax (Lohnsteuer) and social insurance (Sozialversicherung) regulations.
- Benefits & Mobility Support: Serve as a primary HR point of contact regarding total rewards and cross‑border mobility. Support the evaluation of local benefit programs (health insurance, pension plans, company cars, mobility allowances) under guidance from HR management.
3. Full‑Lifecycle Recruitment & Onboarding Management
- Talent Acquisition Execution: Coordinate and execute end‑to‑end recruitment activities, including job posting, candidate screening, scheduling interviews, candidate communication, and managing external recruitment agencies/channels.
- Onboarding & Offboarding: Own the operational onboarding journey for new hires (preparation of equipment, welcome kits, induction schedules, contract signing) and smooth offboarding processes (exit interviews, reference letters, system deactivation).
- Immigration Logistics: Coordinate visa applications, German work permits/Blue Cards (Blaue Karte EU), and residence permit renewals for international employees and expats in collaboration with local immigration authorities (Ausländerbehörde) and external agencies.
- Relocation Support: Manage administrative logistics for cross‑border assignments, including registration, relocation support, and official documentation verification.
5. Administrative Compliance & Legal Support
- HR Documentation: Under the guidance of HRBP/HRD, draft, prepare, and manage essential legal HR documentation under German labor standards (including employment contracts, addendums, warning letters/Abmahnungen, and reference letters/Arbeitszeugnisse).
- Works Council & Audits: Provide administrative support to the HRD and HRBP in preparing documentation and workflow coordination for Works Council (Betriebsrat) hearings, internal compliance reviews, and HR audits.
- Employee Inquiries: Serve as a reliable operational point of contact for day‑to‑day employee HR inquiries.
Qualifications & Requirements
- Education: Bachelor’s degree or above in Human Resources, Business Administration, Economics, or related fields.
- Work Experience: 3–5+ years of solid, hands‑on experience in HR operations across the full HR lifecycle (including recruitment, onboarding, payroll coordination, and offboarding) within a corporate environment in Germany.
- Core Competencies & Skills:
- Process‑Driven Mindset: Proven ability to document, map, and standardize HR workflows and SOPs under internal guidelines.
- Compensation & Tax Sensitivity: Solid understanding of German wage tax (Lohnsteuer), social security rules, and employee benefit compliance under various local/expat employment models.
- Full HR Lifecycle & TA Experience: Hands‑on experience with recruitment coordination, onboarding logistics, candidate management, and daily HR administration.
- Cross‑Border Collaboration: Comfortable working as a conduit between Chinese HQ/regional management and external German vendors/authorities.
- Languages: Business fluent in English and German (both written and spoken). Fluency in Mandarin is a strong plus (for smooth communication with HQ).
