Head of Portfolio Management, Managing Director

SCALED Development Gmb H is a newly established blended finance advisory firm designed to facilitate capital mobilisation for sustainable private-market investments in emerging markets and developing economies (EMDEs).

With this announcement, the company is looking for a Head of Portfolio Management who will also be the second Managing Director of the company.

The Head of Portfolio Management leads SCALED Development’s advisory work on the design, structuring and monitoring of the blended finance investment vehicles established under the SCALED platform.

This role is the main internal lead on investment-strategy advice, capital-structure design and the efficient use of concessional capital; investment decisions rest with the vehicles and their appointed fund managers under the AIFM.

The Head of Portfolio Management leads the identification and prioritisation of new fund structuring opportunities based on their fit with the risk-return profiles of prospective investors.

Maintains direct contact with asset managers on the ground as well as junior and senior investors during the set-up and operational life of the compartments.

Next to the CEO, the Head of Portfolio Management is the second Managing Director of SCALED Development Gmb H, which is a limited company under German law.

The successful candidate must therefore satisfy the fit-and-proper standards expected of a managing director of a regulated financial firm.

KEY RESPONSIBILITIES

Private Market Fund & Investment Structures

• Advise on and support the structuring of multiple blended finance vehicles, including pooled private funds and separately managed account formats, for large-scale institutional and regulated investors as well as governments and DFIs.
• Advise on the structuring of Master Fund / Umbrella Fund architectures, with both equity and debt portfolios; fund management remains with the appointed AIFM and the delegated portfolio managers.

Emerging Market Investment

• Advise on the design of primary and potentially secondary fund investment programmes across different structures such as private equity, infrastructure equity, infrastructure debt, private debt and venture capital in global EMDEs, with investment decisions resting with the relevant vehicles and their appointed managers.
• Set up market mapping and conduct fund due diligence in global EMDEs.

Lead on the development of standardised reporting that meets the standards required by prospective investors.

• Incorporate specific DFI and public as well as private investor requirements from both LP and GP perspective.

Corporate & Operational Setup

• Be part of the management team in a highly innovative and entrepreneurial environment and demonstrate the required team spirit.
• Support the CEO in building and growing investment driven teams from the ground up, including the development and refinement of reporting frameworks, investment processes, and client relationship management structures.
• Act as a second Managing Director responsible for the company and represent the entity externally.

Industry Network & Strategic Relationships

• Build and retain existing broad and active network across the emerging-market impact investment ecosystem, including proven long-standing relationships with leading investment managers as well as governmental and private institutional investors.
• Monitor the diversified portfolio of primary fund commitments held by the SCALED vehicles.
• REQUIRED QUALIFICATIONS AND SKILLS

Education

• Master’s degree in Finance, Economics, Business Administration, or related field.
• CFA or equivalent qualification is a plus.

Professional Experience

• At least 10 years of experience in fund structuring, execution of direct and indirect investments, investment management, fund-of-funds investing and operations, and development finance in private markets.
• Demonstrated ability to structure, operate and invest for private market blended finance vehicles in EMDEs.
• Demonstrated ability to raise capital directly from public investors, DFIs/MDBs, and large private institutional investors, preferably in blended finance structures.
• Demonstrated experience managing portfolios involving sustainable infrastructure, climate finance, and impact investments in a senior capacity, for example as a designated key person.
• Demonstrated track record as an impact investor as well as in private markets.
• Experience investing in and evaluating opportunities in EMDEs.
• Adequate and relevant individual transactional track record in EMDEs.
• Ability to satisfy Ba Fin fit-and-proper requirements for managing directors of regulated institutions.

Skills

• Strong understanding of investment processes across origination, due diligence, execution, monitoring, valuation, and exits.
• Skilled in the assessment, development and implementation of ESG/impact funds and, especially, blended finance funds.
• Skilled in structuring of blended finance funds.
• Demonstrated track record in closing private market transactions.
• Portfolio construction and risk management expertise.
• Ability to develop new business areas.
• Strong commercial and investment judgement.
• Financial modelling and investment analysis.
• Client relationship management with both public and private investors.
• Excellent communication and presentation skills.
• Ability to operate effectively in a fast-paced entrepreneurial environment.
• Ability to operate in small structures, with adequate hands-on experience.
• Leadership and mentoring of junior investment professionals.
• Fluency in English and German; additional languages (particularly French, Spanish or Portuguese) are an advantage.
