The Opportunity

The International Legal Division of State Street’s Group Legal Function advises State Street’s businesses outside the US on all legal and regulatory matters.

State Street Bank International Gmb H (SSBI), a credit institution incorporated in Germany and directly supervised by the European Central Bank as a significant institution, is the group’s largest international subsidiary and operates across several European countries through its branch network.

We are seeking a VP-level lawyer to join the SSBI Legal team in Frankfurt am Main.

Reporting to the SSBI Head of Legal, you will serve as a subject matter expert across two key areas: recovery and resolution planning, and technology regulation, including operational resilience and artificial intelligence.

You will provide legal counsel on SSBI’s recovery and resolution planning requirements and their integration into State Street’s broader global RRP framework and US resolution plan.

You will also advise on evolving EU requirements concerning technology, third‑party risk, operational resilience, data governance and AI.

This is a highly collaborative individual‑contributor role with significant interaction across SSBI, the global Legal Division, RRP teams, control functions, technology and senior management.

The role will work in Frankfurt office, following a hybrid model.

  • What You Will Be Responsible For
  • Providing legal counsel on SSBI’s recovery and resolution planning requirements and supporting their integration into State Street’s broader global RRP framework and US resolution plan.
  • Supporting SSBI and global US RRP planning activities in collaboration with the global corporate and regulatory legal team and, for global planning activities, under the supervision of the lead SVP counsel in Boston.
  • Partnering with global RRP Legal and business teams to support the consistent integration of SSBI requirements into the broader group RRP framework.
  • Advising on requirements under the Bank Recovery and Resolution Directive and the Single Resolution Mechanism Regulation, as well as regulatory and supervisory requests, resolvability work and related governance arrangements.
  • Advising senior management, business teams and control functions on EU and German laws, regulations, supervisory expectations, governance and controls relevant to SSBI with a primary focus on the third‑party risk management, outsourcing, operational resilience and incidents, including DORA, applicable EBA guidelines, ECB supervisory expectations, German implementing requirements and related requirements in SSBI branch jurisdictions.
  • Advising on data governance, data access and use, information sharing, technology and artificial intelligence, including the EU AI Act, GDPR, emerging EU legislation and evolving regulatory and supervisory expectations.
  • Reviewing intra‑group and third‑party agreements, including outsourcing, ICT, cloud, data, technology and AI‑related arrangements, in collaboration with State Street’s Procurement Legal team.
  • Providing regulatory advice and support in relation to SSBI’s interactions with the ECB, Ba Fin, the Single Resolution Board and regulators or resolution authorities in SSBI branch jurisdictions.
  • Working closely with colleagues across SSBI Legal and the global Legal Division to promote coordinated and consistent legal positions on common themes and cross‑border projects.
  • Developing a strong understanding of State Street’s organisation, business units, operating models, service offerings and regulatory environment.
  • Translating complex regulatory requirements into clear, practical and risk‑based legal advice, supporting consistent implementation across SSBI and its European branch network.
  • What We Value
  • Strong legal judgement and the ability to provide clear, concise and commercially practical advice.
  • The ability to analyse complex issues, identify legal and regulatory risks and develop practical solutions.
  • A collaborative approach and the ability to establish credible working relationships with legal colleagues, senior executives and specialists across multiple functions and jurisdictions.
  • The confidence to challenge constructively, exercise independent judgement and offer alternative approaches.
  • Strong communication skills and the ability to explain complex regulatory matters clearly to legal and non‑legal stakeholders.
  • The ability to work effectively as a hands‑on subject matter expert within a large, international and highly regulated organisation.
  • The ability to manage multiple priorities and plan and deliver complex workstreams.
  • Curiosity, sound judgement and a willingness to develop expertise in adjacent areas.
  • A proactive approach to coordinating with legal colleagues, business teams and control functions across different jurisdictions.

Education and Preferred Qualifications

  • Qualification as a German lawyer, with at least ten years of relevant post‑qualification experience gained in a recognised law firm, financial institution, regulatory authority and/or in‑house legal department.
  • Substantial in‑house legal experience within a regulated financial institution is strongly preferred.
  • Strong knowledge of EU and US recovery and resolution planning requirements preferably gained at a European subsidiary of a US banking group and experience working within cross‑border or global RRP frameworks.
  • Strong knowledge of EU financial services regulation, with demonstrated experience advising on technology regulation, third‑party risk management and outsourcing, operational resilience, data governance and artificial intelligence.
  • Experience advising on the BRRD, SRMR, DORA, applicable EBA guidelines, ECB supervisory expectations and related EU or German regulatory requirements.
  • Experience analysing complex EU regulatory requirements and translating them into practical advice for business, technology, risk, compliance and governance processes.
  • Experience working with banks, regulated financial institutions, supervisory authorities and/or resolution authorities.
  • Experience reviewing outsourcing, ICT, cloud, data, technology or AI‑related agreements is preferred.
  • Excellent oral and written communication skills in English, together with professional proficiency in German.
