The Programme Manager is responsible for the overall managementof the VZF, including its operational, financial, administrativeand human resource management (including staff recruitment andperformance management), resource mobilization, country and globaloperations, alignment with ILO standards and policies, and publicstatements on behalf of the Fund. Within the framework of Branch operations, the mainresponsibilities of the Programme Manager will be to: Ensure effective coordination and planning, implementation,monitoring and evaluation of programme activities, in conformitywith the framework of Safety + Health for All and ILO policiesprogramming rules and guidelines and administrative and financialprocedures. Provide policy advice, in coordination and collaboration withILO HQ and field specialists, in the technical areas covered by theFund, ensuring technical quality and coherence with other ILOactivities on OSH. Manage efficiently funds/budget assigned to the programme andthe human resources of the fund including recruitment, performanceand talent management aspects. Foster contacts and relations with governments, employers'' andworkers'' organizations, non-governmental organizations, targetgroups and donors, and promote opportunities for collaborationtowards planning and implementation of programme activities. At least ten years'' experience in the management of developmentcooperation activities, including at the international level. Thisincludes experience in a leadership role for the implementation ofprojects. Proven management experience, preferably with the ILO ora UN agency, with sound knowledge and experience in all aspects of project cycle, i.e. design, implementation, monitoring andevaluation. Proven experience in partnership building andnetworking and in effective fundraising, resource mobilization anddonor relations. Familiarity with ILO policies and procedures includingexperience working with the donor community, officials ofministries of labour and social partners, and experience on OSHwill be a distinct advantage.
