h3Description /h3 pWe are seeking a skilled and dedicated Director of Proposals to join our dynamic team. The Director of Proposals leads and manages the full lifecycle of proposal development in support of federal government contracting opportunities. This individual is responsible for identifying the requirements for and staffing/overseeing a high-performing team of proposal managers, graphic designers, and technical writers, and ensuring alignment with capture plans and market intelligence. The role includes leadership of business development knowledge management and supports continuous improvement in proposal processes and win strategies. This is a remote position; occasional travel to corporate (Bloomington, IN) may be required. /p h3Job Type /h3 pFull-time /p h3Supervisory Responsibilities /h3 ul liRecruits, interviews, hires, and trains new staff in the department. /li liSources qualified independent contractors when needed to augment TRISTAR capabilities and capacity. /li liOversees the daily workflow of the department. /li liProvides constructive and timely performance evaluations. /li liHandles discipline and termination of employees in accordance with company policy. /li /ul h3Essential Functions And Duties /h3 ul liLead the planning, scheduling, and execution of compliant, compelling, and responsive proposals for DoD customers. /li liOversee color team reviews, proposal outlines, compliance matrices, and final production. /li liVerify adherence to internal proposal development processes and external solicitation requirements (e.g., RFPs, RFQs, BAAs, task orders). /li liIntegrate competitive and market intelligence into proposal strategy and positioning. /li liCollaborate with capture managers to refine win themes and discriminators. /li liEvaluate lessons learned and competitor feedback to inform future submissions. /li liMaintain and enhance the corporate proposal knowledge base, boilerplate content, past performance library, and graphics repository. /li liContinuously evaluate and refine proposal processes, tools, and templates. /li liLead training and development initiatives for BD and proposal staff. /li liDevelops and implements departmental budget. /li liPerforms other duties as required. /li /ul h3Requirements /h3 ul liBachelor's degree in business or communications, or equivalent professional experience. /li li10+ years of experience in federal proposal development. /li li5+ years in a leadership role managing proposal teams. /li liDeep understanding of federal acquisition regulations (FAR/DFARS) and government procurement processes. /li liExcellent interpersonal and negotiation skills. /li liExcellent organizational skills and attention to detail. /li liExcellent time management skills with a proven ability to meet deadlines. /li liStrong analytical and problem-solving skills. /li liStrong supervisory and leadership skills. /li liAbility to adapt to the needs of the organization and employees. /li liAbility to prioritize tasks and to delegate them when appropriate. /li liProficient with Microsoft Office Suite or related software. /li liAbility to obtain and maintain a secret/top secret clearance. /li liMust be a U.S. Citizen. /li /ul h3Working Conditions /h3 ul liPrimarily works in an office environment with frequent use of computers. /li liMay require occasional travel for company meetings, proposal activities, conferences. /li liFlexibility to work outside of regular business hours when necessary to accommodate time-sensitive matters. /li /ul h3About TRISTAR /h3 pTRISTAR is an SBA certified Service-Disabled Veteran-Owned professional services company supporting the U.S. Department of War programs.
