Duties

  • Serves as custodian of the largest Communications Security (COMSEC) Account in the European theater, and as a Two-Person Control (TPC) Team Member.
  • Performs additional duties in support of the organization to include Information Management Officer (IMO), Client Platform Administrator (CPA), Token Security Officer (TSO), and participation in the Personnel Reliability Program (PRP).
  • Performs and runs database backups, computer system diagnostics, database optimization, system files management, and system accreditation.
  • Installs, configures, and maintains devices and workstations, and installs software and computer peripherals supporting the COMSEC material control system (CMCS).
  • Maintains the secured automation program within the MGC to ensure systems are in compliance with Army regulations and higher headquarters policies and procedures.
  • Supports, installs, and manages information assurance vulnerability alert (IAVA) security measures to protect the network, software, and hardware.
  • Operates and maintains secure voice, data, and message processing equipment to include cryptographic devices classified systems.
  • Ensures the facility meets the prescribed minimum physical security standard as outlined by AR 380-28 and AR 380-40.
  • Maintains liaison with higher headquarters, military intelligence, and law enforcement agencies in order to obtain threat data for evaluation and determination of appropriate action.
  • Prepares and submits comprehensive reports and briefings for inspections, recommendation for improvements, and solutions for the various aspects of physical security.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position is required to handle Communications Security (COMSEC) material to configure cryptographic devices. The incumbent may be subject to a non-lifestyle, counterintelligence scope polygraph examination to be randomly administered.
  • Incumbent must be able to obtain and maintain a Top Secret/SCI security clearance. Failure to satisfactory complete any aspects of the process will result in the incumbent no longer being qualified for the position and is grounds for termination.
  • This position is covered by the Civilian Drug Testing Program and must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Incumbent is required to satisfactorily complete the appropriate training and earn the required certification(s) for this position within 6 months of appointment.
  • Position requires enrollment in the Department of the Army Cryptographic Access Program (DACAP). Failure to participate in DACAP renders the individual unsuitable to perform COMSEC Account Management duties.
  • Must be available for 24 hour on-call response. Must be able to travel to location to carry out duties of the Key Operating Account Manager (KOAM). May require overnight stays.
  • Required to work other than normal duty hours, which may include evenings, weekends, and/or holidays; may be required to carry a government issued cellular telephone in support of a rotational on-call mission.
  • This position has been designated mission essential. Employee may be required to remain on duty or report for duty during severe weather or other installation closings. Call back and emergency duty are regular requirements of this position.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Travel/TDY is required 10% of the time.
  • A pre-employment physical is required.

Qualifications

Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.

In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
