Major Duties
Employee plans and develops long range complex environmental programs and politically sensitive special projects for improvement of environmental quality, protection and enhancement, elimination of harmful discharge of pollutants, and proper disposal of hazardous wastes and materials. Employee refers to Army guides, and host nation federal and state laws, standards and guides to research local implementation of program requirements and objectives, with due consideration to respective standards and cost factors involved.
Employee conducts studies, surveys, analysis of conditions, and coordinates with federal, state and local host nation authorities in order to establish local policy governing the identification and regulation of environmental problems such as air, water, radiation, noise, asbestos, hazardous substances, radon gas and hazardous toxic material pollution and solid and liquid waste disposal. Employee develops effective liaison with tenant units, community staff, local agencies and Host Nation authorities, including industries and businesses having ecological programs to exchange information on latest technological developments in environmental engineering, technical experience and cost factors.
Employee represents the DPW and the US Army Garrison at conferences and coordination meetings with higher headquarters and host nation agencies to establish and present the US Army’s technical and policy position. Employee prepares and conducts environmental compliance training as well as lectures and briefings to create and foster awareness among the military and civilian population of environmental protection and pollution abatement programs. Employee provides expertise with the management of environmental requirements applicable to closing installations and turn over to host nation, as well as the preparation of Environmental Status Report and the implementation of the US Army Garrison Environmental Management System. Conducts EMS self-assessment, implementation plan, and training as well as priority lists of environmental aspects consistent with Army EMS policy. Employee conducts environmental reviews on all work orders provided by DPW; manages and documents all environmental related compensation requirements with host nation officials.
Qualification Requirements

C1-7A: E&T Levels I thru IV: not creditable for positions in this occupational series. E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.

Applicants must be in possession of a valid driver’s license class B. Office automation skills required.
