Major Duties

Serves as Lead Contracting Officer’s Representative (COR) over a Team of three or more CORs and/or Contract Control/Compliance Inspectors and liaison between the contractor and the Contracting Officer. Monitor, reviews, and determines whether the contractor’s performance is in compliance with terms and conditions of the contract specifications. Notifies the Contracting Officer of violations of labor standard provisions, work, and documents that do not comply with contract requirements, and if contractor fails to correct identified deficiencies. Initiates corrective action ensuring that all defects and omissions are corrected or completed and the contractor provides formal proposals for contemplated changes. Maintains effective surveillance of the contract for compliance with the Quality Assurance Surveillance Plan (QASP) and initiates changes in surveillance methods. Works closely with CORs and Inspectors evaluating monthly data on a quantitative and qualitative base to include trends and projections if appropriate and submits findings to the Contracting Officer on a monthly basis. Maintains contract file, electronically in WAWF and/or paper (determined by Contracting Command) from development, pre-award, post-award, termination or closure and all other pertinent contract data. Conducts meetings with the Contracting Office, contractor Management, and involved CORs and assistants to solve existing issues. Discusses possible upcoming issues based on the respective situations. Guarantees the availability of sufficient funds during the duration of the contract/Task Order/Delivery Order. In case of any necessary modification, either decrease or increase, the COR will closely coordinate it with the Ordering Officer and/or the Contracting Officer. Maintains all appropriate training requirements and accounts for all programs necessary. Keeps supervisor of Contract Services Branch informed at all times. Maintains effective working relationships in the assigned functional areas within USAG Bavaria. Serves as team leader over three or more CORs and/or Contract Control/Compliance Inspectors responsible for performing various administrative and quasi-supervisory functions relative to the personnel assigned to the team. Participates in the work of the team, coaches and facilitates the selection and applies problem solving techniques or work methods, and assists team in identifying solutions and organizing the accomplishment of the work. Monitors and reports on the status and progress of work, checks work in progress and upon completion for quality, adherence to instructions and to ensure objectives are met. Specifically responsible for assigning work to team members based on priorities jointly established by the incumbent and the Chief. Reviews team members work for technical quality and makes recommendations to the supervisor on subordinates quality of performance. Provides advice, counsel, or instructions to individual employees on technical work matters, and provides On-the-Job Training and identifies and recommends concerned employee training needs. Represents the team in dealing with the supervisor in obtaining supplies, needed information or decisions on work problems or issues that arise. Reports to the supervisor periodically on team and individual work accomplishments, problems and progress in team building. Coordinates annual leave for short periods of time; resolves simple informal employee complaints; refers more serious or group complaints to the Chief, and makes recommendations and provides any necessary data to the supervisor concerning employee promotions, reassignments, recognition, and other personnel needs. Works closely together with internal Branch Admin Section. Acts as alternate Branch Chief if appointed. Coordinates consolidated contracts and connects different facilities. Performs other duties as assigned.

Qualification Requirements

C-6A:E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below. E&T Level III: 3 years of creditable experience as defined in B below. E&T Level IV: 2 years of creditable experience as defined in B below. E&T Level V: 1 year of creditable experience as defined in B below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. Office Automation skills are required. Knowledge of General Fund Enterprise Business System (GFEBS) required. Knowledge of SAP desired. Drivers license class B required. LANGUAGE PROFICIENCY LEVEL: English Language Proficiency Level C1 required. German Language Proficiency Level C1 required.

Conditions of Employment

• Temporary Duty Travel (TDY), within Germany, occasionally required.
• Situational Teleworking possible.
