This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves in the Europe District’s Information Management Office (IMO) as an Information Technology Specialist within the areas of business intelligence, software engineering, systems analysis, data center engineering, and Storage Area Network (SAN) implementation.
Duties:
- Serve as senior applications programmer/maintainer for applications in the client, server, and web environments.
- Determine the programming scripts and languages (e.g., C#/Visual Basic/ASP.NET, Java, SQL, and Oracle) and Integrated Development Environments (e.g. Microsoft Visual Studio/Adobe) which will provide the best methods for application development.
- Serve as the Database Administrator (DBA) using Relational Data Base Management Systems (RDBMS) to include MS SQL Server, Oracle and MS Access.
- Develop databases with knowledge of logical and physical database design to program business logic with Structured Query Language (SQL), SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS), and Power BI Reporting Server.
- Perform Windows and UNIX server System Administration tasks as related to web functionality and application architecture in accordance with Security Technical Implementation Guidance.
- Serve as command SharePoint Online (Intranet) and SharePoint On-Prem (Teaming) Site Collection Administrator.
- Advise on emerging technologies (e.g., Azure/AWS/Power Platform) to improve or replace current technologies functionality.
- Provide integration, synchronization, and technical expertise for the Information Management/Information Technology (IM/IT) mission across the European theater.
Requirements:
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.
- May be subject to call-back and irregular duty hours as required.
- Incumbent must be able to meet and maintain IT certification standards for IAT Level III as provided in DOD 8570-1M Information Assurance certification standards within six (6) months of hire.

Specialized and Other Experience: One year of specialized experience which includes: 1) Building and managing database systems utilizing Relational Data Base Management Systems (RDBMS) to include Structured Query Language Server, Oracle, Microsoft Access, and Visual Basic for Applications; (2) Performing computer programming processes for the client/server and web environments using script languages; AND (3) Serving as a SharePoint Systems Administrator. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
