Summary

This position is located in a Forest Service unit and serves as a Program Management Officer. The incumbent is responsible for policy formulation, advice, and leadership in responding to complex issues regarding the management of surge capacity of project and technical delivery resources.

Major Duties

Serve as the program authority and principal advisor to leadership and external agencies on policy, operational, and administrative matters related to surge capacity and project/technical delivery resources, providing expert guidance that shapes agency-wide program direction. Lead the development and implementation of new programs, activities, and organizational strategies to address complex and emerging issues impacting surge capacity and Enterprise Program operations. Oversee the creation and evaluation of processes for establishing short- and long-term strategic objectives, ensuring alignment with Department-level goals through continuous analysis, performance evaluation, and diagnostic review. Direct the formulation, presentation, and execution of annual and long-range program budget plans; provide guidance to field units and senior leadership on funding strategies, human capital needs, and resource allocation necessary for effective program delivery. Represent the organziation at high-level meetings, conferences, and partnership forums with federal agencies, state and international organizations, non-governmental organizations, private industry, and academia to strengthen collaboration and advance national program objectives.
