Organizational Context The United Nations Office at Vienna (UNOV) seeks a consultant to provide specialized support to UNOOSA in implementing the Strategic Roadmap for the Brazilian Space Ecosystem. This role will focus on space industry development, international cooperation, outreach, and capacity building, including establishing an ESA Business Incubation Centre in Brazil and reporting on workshop outcomes.

Job Purpose The consultant will provide technical, strategic, and operational support to UNOOSA to advance the Brazilian Space Ecosystem Roadmap. Key contributions include documenting results from the Space Industry Workshop 2026, advising on roadmap implementation with an emphasis on internationalization and ecosystem development, and conducting research on space commercialization. The role also involves developing capacity‑building activities for Brazilian ecosystem actors and creating a plan for establishing an ESA Business Incubation Centre in Brazil. The overall aim is to foster ecosystem development, enhance stakeholder engagement, strengthen institutional capacity, and support evidence‑based policy implementation.

Responsibilities Document and report on the results of the Space Industry Workshop 2026, including participation, conclusions, opportunities, and lessons learned. Provide strategic and technical advice for implementing the Brazilian Space Ecosystem Roadmap, focusing on internationalization, ecosystem development, and institutional coordination. Conduct research and develop capacity‑building initiatives on space commercialization and internationalization, preparing Brazilian actors for global engagement. Develop a comprehensive plan for structuring and establishing an ESA Business Incubation Centre (ESA BIC) in Brazil, defining its operational model, governance, and initial network. Ensure ongoing documentation and knowledge management of all assignment‑related information.

Work Experience A minimum of ten years of professional experience in project implementation, consulting, or research within the Space Economy in Brazil is required. Experience in developing strategic space ecosystems for Brazil is also essential. Experience with international cooperation and capacity building in the space sector is desirable.
