Position Summary The Programme Officer works under the overall guidance of the Managing Director for the Directorate of Global Partnerships and External Relations (GLO), the Director for the Division of Regional Bureaus and Field Offices (GLO/RFO) and the Chief of the Regional Bureau Latin America and the Caribbean. The incumbent is responsible for coordinating field representation and interventions, delivering programme results, building relationships, and providing back‑stopping and monitoring support for projects and programmes in the Latin America and Caribbean region.
Main Responsibilities
Backstop the assigned countries of coverage and support relevant UNIDO field offices.
Provide regular communications with the network of UNIDO field offices to ensure coordinated approach to requests from national and regional counterparts.
Maintain a regular exchange of information and prepare background briefs for bilateral meetings.
Conceptualise and formulate innovative cooperation strategies for coherent programmes of technical assistance, including analysis of policies, industry trends, portfolio reviews and monitoring.
Undertake project and programme development, taking a leadership role if required, across identification, formulation, implementation and monitoring, ensuring innovative and cost‑effective design and best‑practice incorporation.
Initiate and develop country, regional and partnership strategies linked to national development priorities and UNIDO mandate.
Support the workplan of the Bureau, ensuring programmematic coherence of technical cooperation and service delivery.
Establish close linkages with UNIDO institutions in the field.
Collaborate with national and regional counterparts, partner institutions and Permanent Missions to enable information flow and strengthen stakeholder relationships.
Assist with organization of conferences, global forums and share knowledge to build partnerships.
Provide monitoring support for the country programme portfolio and project implementation at the country level.
Assist in facilitation and organisation of missions of the Director General to the region.
Act as a team member in relevant UNIDO programmes and participate in missions to promote services and encourage resource mobilisation.
Support implementation of UNIDO’s SDG9 Accelerator and South‑south / triangular cooperation mechanisms.
Prepare results‑based reporting (progress reports, annual reports, SDG reporting).
Perform other related duties and assignments as required.

Minimum Organizational Requirements
First‑level university degree (bachelor’s or equivalent) in economics, development studies, business administration, international relations, public administration or relevant field. An advanced degree (master’s/Doctorate) is accepted with a reduced requirement for years of experience.
Experience and Educational Requirements
Bachelor’s: minimum 8 years of relevant professional experience.
Master’s: minimum 5 years of relevant experience.
Doctorate: minimum 3 years of relevant experience.
Progressive responsibility in economic development, programme management, technical cooperation in developing countries.
Experience in all phases of the project cycle.
