WHO MAY APPLY:

INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

EXTERNAL Local National Applicants, who reside in Germany.

• Manages the entire purchasing process from the initial request through the final recommendation for contract award.
• Analyzes purchase requisitions to select the best procurement method and ensure technical specifications are complete.
• Develops technical procurement data including item descriptions, drawings, quality criteria, and cost-saving alternative materials.
• Evaluates bids and proposals for responsiveness, rejecting non-conforming offers and resolving complex requirements with technical specialists.
• Conducts market research to locate qualified suppliers and coordinates sole-source purchases when competitive markets are limited.
• Performs pre-award surveys to assess a contractor's capability, experience, and overall responsibility before awarding contracts.
• Negotiates contract terms with suppliers to adjust high or low prices, improve delivery schedules, or process modifications.
• Monitors contractor performance through completion, participates in post-award meetings, and conducts final contract closeouts.

Position may be filled at the C-6A or at the full performance level, C-07. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

Qualification Requirements for current employees who are already in the 1102 series: Mindestens Hauptschulabschluss PLUS 7 years of job related experience as defined below.

Qualification Requirements for all other applicants: Minimum Realschule and a completed apprenticeship in a commercial, business or administrative occupation, or related technical trade e.g., Indutriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupations; PLUS 5 years of job related experience as defined below.

Qualification Requirements for current employees who are already in the 1102 series: Mindestens Hauptschulabschluss PLUS 8 years of job related experience as defined below.

Qualification Requirements for all other applicants: Minimum Realschule and a completed apprenticeship in a commercial, business or administrative occupation, or related technical trade e.g., Indutriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupations; PLUS 6 years of job related experience as defined below.

Job Related Experience: is experience in awarding and administering contracts for the procurement of supplies, services and/or construction through open market or negotiated procedures; experience in the application of contracting policies and regulations (e.g., Federal Acquisition Regulation (FAR), Defense FAR Supplement). The experience must have been gained in substantially the same line of work for which considered. One year of the total experience must have been gained in the same, equivalent, or one level below the grade for which considered. The experience must show progression and the ability to handle increased responsibility.
