Project Engineer

Job Scope

We're looking for a Project Engineer coordinates the day-to-day delivery of Hypermedia’s OOH and DOOH projects across the UAE, including LED screens, billboards, hoardings, unipoles, transit, rail, indoor and mall media.

The role aligns internal teams and external stakeholders from site survey and permitting through installation and handover, managing project documentation, approval tracking and schedule updates to support the project team’s technical and strategic execution.

Key Responsibilities

Planning and tracking:

• Read project baselines and build realistic timelines based on scope, site conditions and authority lead times.
• Keep project trackers up to date, follow up on deliverables and flag delays early.
• Prepare weekly progress reports for management.

Permits and authority approvals:

• Prepare, submit and follow up on permits, NOCs and approvals through UAE authority portals. These include Dubai Municipality (DM), RTA, Trakhees, Abu Dhabi Municipality (ADM), ITC, Mada Media and DEWA/ADDC/TAQA, as well as master developers, landlords and mall management.
• Keep a live approval log covering submission dates, comments, resubmissions, expiry dates and renewal dates.

Site work:

• Carry out site visits and surveys to record measurements, take photos and assess access, power availability and structural constraints.
• Coordinate with contractors and clients on site during surveys, installation and handover.

Procurement and sourcing:

• Carry out quantity take-offs and prepare bills of quantities (BOQs).
• Raise material requests and coordinate delivery schedules with procurement.
• Prepare and manage RFPs and RFQs, and build technical and commercial comparison sheets for contractor and supplier selection.
• Collect vendor documentation and onboard new contractors and suppliers, checking their trade licences, insurance and compliance with HSE and company requirements.

Documentation and control:

• Maintain all project documentation, including drawings, shop drawings, submittals, method statements, permits and correspondence.
• Maintain a structured digital filing system for every project on company cloud storage.
• Organise site visits and coordination meetings, prepare minutes of meetings (MoMs), and track action items until they are closed.

Commercial support:

• Support project budgeting and invoicing by compiling quotations, delivery evidence, completion certificates and other supporting documents.

Internal coordination:

• Act as the link between the Projects team and other departments, including Sales, Operations, TechOps and Finance so that handovers and go-live dates stay aligned.
• Provide day-to-day operational and administrative support to the Projects & Engineering team for multiple active projects running in parallel.

Required Technical Skills

• Bachelor’s degree in Engineering (Civil, Electrical, Mechanical or Architectural preferred), or a related field.
• At least 3–5 years in project execution or coordination in construction, MEP, signage, outdoor media or advertising, ideally in the UAE.
• Hands-on experience submitting and following up approvals on UAE authority portals such as DM, RTA, Mada Media, ADM/ITC/ TAQA or Trakhees.
• Working level of AutoCAD, with the ability to read and mark up architectural, structural and electrical drawings.
• Valid UAE driving licence.
• Advanced Excel (trackers, BOQs, comparison sheets) and good PowerPoint and Word.
• A plus: experience with Notion and practical use of AI tools such as Claude/ ChatGPT to speed up reports and documentation.
• A plus: background in DOOH/LED, steel structures or architecture.
• Ability to handle multiple high value projects simultaneously & efficiently under pressure

Essential Soft Skills

• Time management: Juggles several sites and approvals at once, prioritises well and meets reporting and permit deadlines.
• Communication: Clear in writing and in person with management, contractors, clients and authority officers. Fluent English; Arabic is a strong plus.
• Attention to detail: Keeps trackers, drawings, submittals and reports accurate and consistent.
• Problem-solving: Spots site, approval or supply issues early and comes with options, not just the problem.
• Collaboration: Works closely with Sales, Tech, Operations and Finance to align on scope, cost and timelines.
• Ownership and follow-through: Chases every open item until it’s closed without needing reminders.
• Adaptability: Comfortable with changing priorities, fast campaign turnarounds and work outside the office.
• Stakeholder management: Builds good working relationships with clients, landlords and authority contacts.
• Analytical skills: Uses tracker and cost data to show delays, risks and savings.
• Quick learner: Picks up new tools, regulations and company processes fast.
