Grade: P5 – Fixed‑term appointment, 12 months

Responsibilities

  • Provide technical leadership and managerial support in Regulatory Systems Strengthening, regulatory cooperation, convergence, harmonization, networking and reliance.
  • Develop and propose technical health policies and strategies in collaboration with Regional and Country Offices, and advise on extending regulatory capacity.
  • Manage programme objectives, leading a small team of technical staff, finances and work planning to optimise deliverables.
  • Lead research on best practices for programme implementation, and disseminate capacity‑building information.
  • Monitor and evaluate key performance indicators, report on results and optimise programme performance.
  • Serve as the technical reference among peer communities, UN Agencies and other stakeholders at the technical level.
  • Leverage partnerships with UN Agencies, donors and research institutions to advance regulatory systems strengthening.
  • Represent the programme area at meetings, advocate for regulatory capacity building and perform other related duties as assigned.
  • Coordinate global strategies for strengthening national regulatory systems, leading benchmarking of national regulatory authorities using WHO’s global benchmarking tool.
  • Develop and maintain the WHO Listed Authorities framework and Coalition of Interested Parties with relevant teams.
  • Respond to country requests for benchmarking, propose capacity‑building and technical support activities, and promote awareness through advocacy and communication.
  • Monitor the impact of WHO policies, propose new initiatives and contribute to the continual improvement of WHO tools, procedures, IT platforms and databases.

Required Qualifications

Education

  • Essential: Master’s degree in medicine, pharmacy, biology, biochemistry, chemistry, microbiology or related health science.
  • Desirable: University degree in a related field.

Experience

  • Minimum 10 years of professional experience in the regulation of medical products and in regulatory cooperation, convergence, harmonisation, reliance and work‑sharing initiatives at the regional or international level.
  • Experience working with low‑middle‑income countries on health and regulatory policy development.
  • Demonstrated experience managing human and financial resources.
  • Experience at an international level and in leading or coordinating audits or benchmarking of regulatory systems.
  • Experience with WHO guidelines and internationally recognised technical standards.
  • Familiarity with WHO regulatory strengthening and WHO Prequalification programmes.

Language Skills

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French.

Remuneration

Annual base salary starting at USD 103,165, variable post adjustment, and additional benefits such as 30 days annual leave, family allowances, home leave and an education grant for dependent children.
