One year, part-time activity rate (approximately 96 working days in 12 month period). Extensible up to the maximum duration of an ICT contract subject to available budget and performance.
I. Objective of the assignment The Traditional Knowledge Division (TKD) operates several digital services supporting intellectual property training, mentoring, rights management information support and matchmaking. These services are delivered through an enterprise collaboration and delivery platform based primarily on Atlassian Confluence and associated integration components, and are integrated within WIPO’s overall information technology architecture.
The objective of this assignment is to provide complementary senior-level technical support to the existing platform contractor, with a focus on Confluence-based platform engineering, operational continuity and delivery capacity. The Consultant will assist in maintaining, evolving and improving the platform and its ecosystem, ensuring reliability, security, scalability and alignment with WIPO technical and governance standards.
The role is intentionally designed as a supporting and reinforcing function, increasing delivery bandwidth and resilience, and enabling parallelization of enhancement and maintenance activities. The Contractor will work closely with the current platform contractor, business stakeholders in TKD, and technical counterparts in the Information and Communication Technology Department (ICTD), in particular the Solutions Design and Delivery Section.
The Consultant will deliver clearly defined work packages, tracked and validated through agreed project and service management tools (e.g. JIRA). Deliverables will be measurable at sprint or milestone level and may include, but are not limited to, the following areas:
1) Platform Functional Maintenance and Evolution (13 days)
Ensure the functional and technical maintenance of online libraries, trackers and related platform and ecosystem components, such as the stand‑alone App.
Implement approved enhancements and corrective changes in accordance with agreed priorities and timelines.
Support content publication workflows, access rights management and analytics capabilities.
Key Milestone:
All approved enhancements and corrective changes implemented, tested and accepted.
2) Technical Platform Management (24 days)
Design, configure and maintain platform spaces, mechanisms and information architecture.
Manage user roles, permissions and security configurations across platform components.
Oversee technical aspects of the end‑user journey, ensuring consistency and reliability.
Key Milestone:
Platform spaces, information architecture and security configurations reviewed, documented and aligned with WIPO/ICTD standards.
3) API and Integration Services (22 days)
Develop, maintain and monitor application programming interfaces (APIs) and related integration components.
Ensure stable and secure integrations with internal and external systems (e.g. search, legal and publication systems, contracts database), in line with approved technical designs.
Maintain and evolve metadata models and supporting technical services.
Key Milestone:
All APIs and integration points (including BRIDGE, Lens SSO/iframe, UID generation) operational, documented and monitored.
4) Improvement and Modernization (13 days)
Analyze functional and technical feedback from stakeholders and translate it into actionable improvement initiatives.
Incrementally improve system architecture, performance, maintainability and security.
Support the implementation of enhanced authentication, authorization and data‑exchange mechanisms, where required.
Key Milestone:
At least one architectural, performance or security improvement initiative implemented and documented.
5) Project Coordination and Delivery Support (24 days)
Plan, coordinate and follow up on enhancement activities and small to medium technical projects.
Prepare and participate in meetings with internal and external stakeholders, providing clear technical input and status reporting.
Contribute to technical documentation, operational procedures and knowledge transfer.
Key Milestones:
End‑of‑period delivery report and knowledge transfer package completed and accepted by TKD and ICTD.
II. Reporting The Consultant will report to the Head of the Solutions Design and Delivery Section, ICTD. Functional coordination will be carried out in close collaboration with the designated business focal point within the Traditional Knowledge Division.
IV. Profile Required Area of Specialization / Expertise
Minimum 8 years of experience in enterprise collaboration platforms, content management systems or comparable web‑based platforms.
Strong hands‑on experience with Atlassian Confluence administration, configuration and extension in enterprise environments.
Proven ability to operate as a senior technical contributor within a multi‑contractor or mixed internal–external delivery setup
Specific Knowledge / Experience
Experience designing, configuring and maintaining Confluence spaces, information architectures, permissions and publication workflows.
Experience with patent large databases, preferably The Lens (https://about.lens.org/)
Experience with development and management of distributed ecosystems.
Experience with REST APIs, web services and system integrations in enterprise environments.
Solid familiarity with Linux‑based application environments and common enterprise application servers (e.g. Tomcat or equivalents).
Experience supporting user lifecycle management, access rights, authentication and authorization mechanisms.
Demonstrated experience working in Agile or hybrid delivery contexts, with work tracked through tools such as JIRA.
Ability to collaborate effectively with another senior technical contractor, including clear task partitioning, documentation and knowledge sharing
Language
Fluency in written and spoken English is required
Education
A university degree in information technology, computer science, engineering or a related field is required.
Experience with large‑scale or public‑sector collaboration platforms.
Familiarity with cloud‑hosted collaboration solutions and integration patterns.
Certifications related to Atlassian products, platform administration or project delivery are considered an asset
V. Duration of Contract and Payment The contract is for one year and at part‑time activity rate (approximately 96 working days in 12 month period), with the possibility of extension subject to funding and performance, up to a maximum of two years at 100% activity rate equivalent.
Payment will be made on a monthly basis, subject to submission of invoices by the Contractor, satisfactory completion of services and deliverables.
Candidates should provide their expected rate of payment in Swiss francs (daily rate), which will be finalized based on location, qualifications and experience.
VI. Other information ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the contractor’s payment on a pro‑rated basis.
