Organizational context The Global Challenges Division seeks to strengthen WIPO's position as the leading intergovernmental forum for addressing the intersection between intellectual property (IP) and global public health issues. The Division engages substantively with other UN and intergovernmental organizations, the private sector and civil society in order to lead and inform policy deliberations. It develops practical contributions to demonstrate the benefits of IP in the search for solutions to address global health challenges.
WIPO has established an IP for Medical Innovation and Manufacturing Centre of Excellence (CoE) to strengthen the IP and innovation ecosystem to support the development and manufacturing of health products. The Medical Innovation and IP Expert will support the global health unit in designing and implementing IP capacity building initiatives to boost medical innovation and manufacturing. The CoE leverages WIPO’s expertise to support regional medical manufacturing in developing countries by taking a “One‑WIPO” approach to sensitizing and training governments, universities, medical innovators and manufacturers on different aspects of IP. It focuses on demonstrating how IP supports the innovation, commercialization, and manufacture of medical products (including vaccines, diagnostics, medical technologies, and pharmaceuticals).
The Medical Innovation and IP Expert shall deliver a structured set of outputs supporting IP capacity‑building in the medical manufacturing and health technology sectors. The assignment will result in the preparation of tailored IP training materials, analytical outputs, and practical guidance documents demonstrating the application of IP tools in expanding access to health products (including distributed manufacturing, voluntary licensing, and technology transfer).

Creation of the CoE survey questionnaire to gather feedback from beneficiaries on the IP trainings conducted in 2026 and on suggestions for the next year – 31 December 2026
Analytical report on survey findings – 1 February 2027
Profile Education:
Essential: University degree in law, medicine, engineering, life sciences or related disciplines.
Desirable: Advanced university degree in global health, international law, international development or related fields.
Experience:
Essential: A minimum of 8 years of relevant professional experience in IP law, preferably gained in a law firm, legal counsel in a pharma company or development agency, including substantial experience advising stakeholders in the health and life sciences sector.
Desirable: Experience in making public presentations and delivering training on IP related topics (e.g., patents, freedom to operate). Additional experience in international organizations or academic settings, particularly in supporting research and publications related to IP and global health.
Languages:
Essential: Excellent written and spoken knowledge of English.
Specific skills and competencies:
Good knowledge and understanding of Health and IP issues.
Excellent research and drafting skills.
Excellent analytical and communication skills.
Excellent interpersonal skills and ability to maintain effective partnerships and working relations in a multi‑cultural environment with sensitivity and respect for diversity.
Competent user of Microsoft Office applications, Zoom, and ability to adapt quickly to new systems and software.
Reporting Lines The Medical Innovation and IP Expert shall work under the supervision of the Head of Global Health.
Duration of contract and payment Contract duration: Six months. The contract may be extended, provided that the maximum cumulative length of the consultancy does not exceed a period of two years (subject to renewal based on funding and performance).
Applicants are requested to provide an indication of their remuneration expectations of a daily rate in Swiss francs.
Payment will be made on a monthly basis, subject to submission of invoices by the Consultant, satisfactory completion of services and deliverables.
Other information ICS Consultants fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the Consultant’s payment on a pro‑rated basis.
