Title of Assignment: Senior Product Consultant Name of unit/sector: Digital Initiatives Unit, Administration, Finance and Management Sector Place of Assignment: Geneva HQ Expected places of travel (if applicable): N/A Expected duration of assignment: 12 months, with possibility of extension based on performance, organizational needs, and budget availability, up to a maximum cumulative duration of 24 months at a 100% activity rate. 1. Objective of the assignment The objective of this assignment is to support the design, development, and operationalization of digital products and API-enabled services within WIPO’s Business Partner Portal ecosystem. The Senior Product Consultant is responsible for ensuring alignment between business needs, technical capabilities, and user value. The role includes end-to-end ownership of product lifecycle, delivery of business value through digital platforms, promotion of product adoption across technical and non-technical stakeholders and product development. Deliverable 1: API Opportunity, Value Gap Assessment and Delivery Roadmap Due by Month 2 At the beginning of the assignment, the contractor will prepare an initial assessment of priority API opportunities and define the delivery roadmap for the 12-month period. The contractor will also support the onboarding of APIs already in the pipeline. This deliverable shall include: Identification of candidate APIs for productization; Assessment of business value, user need, and service gaps; Prioritization of APIs for onboarding to the Business Partner Portal; Definition of delivery sequencing across three-month increments; Identification of dependencies, risks, and readiness criteria for each API; Initial definition of expected subscriber groups and use cases for new APIs. Output: API Opportunity and Value Gap Assessment Report, including a 12-month API Product Delivery Roadmap. Deliverable 2: API Product Delivery Increment 1 Due by Month 3 The contractor will complete the productization and portal readiness package for at least one priority API. For each API, the contractor shall produce a complete API product package covering: API product name and description; Target users and subscriber groups; Business problem addressed by the API; Value proposition and expected benefits; Key use cases and user journeys; Functional and non-functional requirements; Data, integration, security, and dependency considerations; Acceptance criteria for portal readiness; Usage indicators and monitoring requirements. The contractor shall also support the onboarding of the selected APIs into the Business Partner Portal by coordinating the required documentation and readiness artefacts, including: Testing and validation checklist; Output: Completed API product packages and portal onboarding artefacts for at least one API, with evidence of testing, validation, and readiness for subscriber access. Deliverable 3: API Product Delivery Increment 2 Due by Month 6 The contractor will complete the productization, onboarding, testing, and publication readiness of a further two to four APIs. For each API, the contractor shall deliver the full API product lifecycle package, as above (see deliverable 2): Identification of candidate APIs for productization; Assessment of business value, user need, and service gaps; Prioritization of APIs for onboarding to the Business Partner Portal; Definition of delivery sequencing across three-month increments; Identification of dependencies, risks, and readiness criteria for each API;Initial definition of expected subscriber groups and use cases for new APIs. Where APIs from Increment 1 have already been made available to subscribers, the contractor shall also provide an initial usage review covering: Subscriber interest or uptake; Usage levels where available; Recommendations for improvement. Output: Completed API product packages and portal onboarding artefacts for two to four additional APIs, plus an initial usage review for APIs delivered in Increment 1. Deliverable 4: API Product Delivery Increment 3 Due by Month 9 The contractor will complete the productization, onboarding, testing, and publication readiness of a further two to four APIs. For each API, the contractor shall deliver the full API product lifecycle package, as above (see deliverable 2) and the initial usage review of APIs deployed in Increment 2. Deliverable 5: API Product Delivery Increment 4 and Final Publication Readiness Due by Month 12 The contractor will complete the final increment of API productization and onboarding for two to four APIs. For each API, the contractor shall deliver the full API product lifecycle package, as above (see deliverable 2) and the initial usage review of APIs deployed in Increment 3. The contractor shall also prepare a final consolidated report covering all APIs addressed during the assignment. Output: Completed API product packages and portal onboarding artefacts for the final APIs, plus a final consolidated API Product Delivery Report. 3. Reporting The resource will work within the Digital Initiatives Unit, Information and Communications Technology Department, reporting to the Head of the Unit, with dotted line reporting to the Business Owner of the Business Partner Portal. The Unit supports the continued delivery of digital initiatives and the deployment of common digital capabilities which connect multiple IT platforms of WIPO’s fee-paying services such as PCT, Madrid, and the Hague system, as well as other outward facing digital services. 4. Profile (e.g. area of specialization/expertise, specific knowledge/skills/experience) Required: First-level university degree in Information Technology, Management, or a related field or equivalent professional experience. Certification in Product Management, Project Management, Change Management, Agile or similar from a recognized institution. Experience using the proven frameworks such as SCRUM software development framework. Experience in a management role in large-scale IT projects with many varied stakeholders. Good knowledge of measuring and tracking delivery of systems as fit for purpose and in accordance with agreed requirements (KPIs, quality measurements & control points). Confident communicator and team player, with advanced/proficient level written and verbal English communication skills. 10+ years of professional experience product management, digital service delivery, or related roles. Proven experience delivering digital products (B2B and/or B2C platforms). Experience in public sector or large international organizations. Advanced university degree in Information Technology, Management or a related field or equivalent professional experience. Knowledge in API platforms, integrations, or platform-based architectures. 5. Duration of contract and payment 12 months with possibility of extension based on performance, organizational needs, and budget availability, up to a maximum cumulative duration of 24 months at a 100% activity rate. The remuneration will be based on a daily rate. Payment will be made on a monthly basis, subject to submission of invoices by the Contractor, satisfactory completion of services and deliverables. Applicants are requested to indicate their remuneration expectations in Swiss francs. 6. Other information ICS Consultant fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension.
